Socio-economic growth is quite good.
According to Mr. Truong Dang Vinh Phuc - Director of the Department of Finance, the province's economic growth (GRDP) in the first 9 months reached 6.33%; in which the industrial production - construction and trade - service sectors are still bright spots.
Specifically, industrial production maintained a stable growth momentum, with production value increasing by 9.5% over the same period. Trade and services grew quite well, up 16.7%. Total import-export turnover increased by 15.56% over the same period, reaching 71.86% of the plan, reflecting the positive recovery of production and business activities.
The tourism industry continues to affirm its role as a comprehensive economic sector, actively contributing to service growth and economic restructuring of the province.
In the first 9 months, the province welcomed more than 6.9 million visitors, of which 915,895 were international visitors. Total revenue from tourists reached about VND5,846 billion, up 15.8% over the same period.
The state budget revenue estimate assigned by the Central Government and the Provincial People's Council in 2025 is 21,393 billion VND, implemented in the first 9 months of 2025 is 16,557 billion VND, reaching 77.40% of the estimate.
Of which, domestic revenue was 15,319 billion VND, reaching 77.71% of the estimate and revenue from import-export activities (excluding VAT refunds) was 1,238 billion VND/estimate of 1,679 billion VND, reaching 73.74%.
“In general, the results of state budget collection in the first 9 months of 2025 exceeded the collection progress of 9 months by 3.4%; 10/19 revenue items achieved and exceeded the progress of the assigned revenue estimate in 2025, accounting for 77.8% of the total domestic revenue. Thereby, arranging and allocating funds to ensure spending tasks according to the assigned budget as well as some other arising spending contents, meeting the tasks of socio-economic development, ensuring national defense, security, state management as well as resources to implement social security policies, salaries and salary-related items, policies and regimes for cadres, civil servants, public employees and workers in implementing the organization of the political system” - Mr. Phuc informed.
According to Mr. Tran Minh Khoi - Deputy Head of the Economic Zone Management Board, the province's industrial production activities continue to maintain positive growth momentum. In the first 9 months of 2025, the whole province had 6 industrial projects put into operation, contributing positively to the growth of industrial production value. At the same time, 11 projects supporting the application of advanced machinery and equipment with a total cost of 3.88 billion VND were accepted, contributing to improving productivity, product quality and competitiveness of enterprises.
"The province's industrial and handicraft sector continues to promote its role as a driving force for economic growth, actively contributing to the economic restructuring towards industrialization and modernization," said Mr. Khoi.
Strive to disburse 100% of public investment capital
Chairman of the Provincial People's Committee - Lu Quang Ngoi emphasized that the province's GRDP growth in the first 9 months of 2025 only reached 6.33%, 1.47 percentage points lower than the proposed scenario of 7.8%. The province's results are still very modest, ranking 5/5 provinces and cities in the Mekong Delta and 33/34 provinces and cities nationwide. Meanwhile, the progress of disbursement of public investment capital plans is still low, only reaching 35.66% of the annual plan.
Credit growth is also lower than the national average, the number of large investment projects eligible for credit access is still low. In addition, the progress of site clearance and infrastructure investment in industrial clusters is still slow; the connecting traffic system is not synchronized; there is a lack of leading enterprises and large-scale projects to create development momentum...

To promote socio-economic development, Chairman of the Provincial People's Committee - Lu Quang Ngoi requested the Department of Finance to continue reviewing and updating the growth scenario for the fourth quarter and the whole year of 2025, and propose solutions to ensure the implementation of the GRDP growth target of 8% or more.
At the same time, coordinate with relevant units to advise the Provincial People's Committee to select a consulting unit to develop the Provincial Planning for the period 2021-2030, with a vision to 2050, with sufficient capacity to organize implementation in a timely, effective and correct manner according to the direction of the Prime Minister, in order to orient development space and set goals suitable to the new situation, maximizing the potential and advantages of the locality.
Speed up the implementation of public investment projects, prioritize site clearance, start projects, strive to disburse 100% of the public investment capital plan in 2025, especially for key and urgent projects.
In the remaining months of 2025, the province will continue to focus on improving the investment and business environment; promoting the application of information technology, publicizing and making transparent information related to planning, administrative procedures, and preferential policies. Organizing dialogues to resolve difficulties and problems of enterprises and investors, especially issues related to land, investment procedures, access to credit and technical infrastructure.
Improve the effectiveness of investment promotion; focus on attracting secondary investment in planned industrial parks and industrial clusters; prioritize attracting clean industries, agricultural processing industries, supporting industries and high-tech industries, etc.
“Direct the final handling of backlogged projects, clearly assign responsibilities and deadlines for resolution. Regularly review projects with slow progress, clearly identify the causes and responsibilities of each relevant unit; resolutely transfer capital to projects that are unable to disburse or disburse slowly. Propose timely handling of violations, weak capacity, fear of responsibility, shirking, avoiding, and failure to complete disbursement tasks” - Chairman of the Provincial People's Committee - Lu Quang Ngoi emphasized.
The province's business registration activities continued to record positive results, reflecting the strong recovery of the business sector and the effectiveness in improving the investment and business environment. In September, 312 new enterprises were established with a total registered capital of more than VND 1,013.8 billion. In the third quarter of 2025, there were 901 newly established enterprises with a total registered capital of VND 2,933 billion. At the same time, there were 117 start-up enterprises, reaching 87% of the plan, an increase of 54% over the same period. |
