Determined to transform digitally in a profound, comprehensive, substantial and effective way

On the morning of October 17, the Steering Committee on Digital Transformation and the Working Group of Project 06 of the province held a conference to evaluate the results of the third quarter; deploy directions and tasks for the last months of 2024. Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Digital Transformation, Head of the Working Group of Project 06 of the province chaired the conference.

In 2024, Thai Binh province set 16 goals for digital transformation, and by the end of the third quarter, 14 goals had been completed. The province implemented tasks and solutions in digital transformation under the direction and guidance of the National Committee on Digital Transformation and central ministries and branches, focusing on promoting the development of digital technology enterprises; completing the connection of the province's administrative procedure settlement information system with the system for monitoring and measuring the level of service provision and use of the EMC system; completing the connection of the province's reporting information system with the Government's reporting information system. Many indicators on digital government exceeded the set targets such as: The rate of online records out of the total number of records received and resolved administrative procedures reached over 81%; the rate of electronic documents signed reached over 99%. Digital economic and digital social activities have many positive changes. Regarding the implementation of Project 06, the province has deployed 29 models at the grassroots level; issued a plan to deploy DNA collection for relatives of unidentified martyrs in the province; completed the connection to deploy 2 interconnected public services and deployed the issuance of judicial records on VNeID.

At the conference, delegates discussed solutions to promote digital transformation and implement Project 06 in the province, especially in areas where digital transformation still faces some difficulties and limitations.

Speaking at the conference, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on digital transformation, Head of the Provincial Project 06 Working Group acknowledged the efforts of departments, branches and localities in implementing digital transformation and Project 06.

He also pointed out a number of shortcomings and limitations that need to be promptly overcome, especially that the heads of some agencies, units and localities have not really paid attention to digital transformation; many tasks have not been implemented yet or the results are still limited...

He emphasized: Digital transformation plays a very important role, creating changes in all aspects of economic and social development, so each agency, unit, enterprise, and citizen must clearly define their responsibilities. First of all, the heads of agencies, units, and localities in leading, directing, and organizing the implementation of digital transformation tasks must be determined to transform digitally in a profound, comprehensive, substantial, and effective manner. Along with that, promote propaganda work so that all classes of people, agencies, units, Party committees, and local authorities understand the purpose, meaning, and importance of digital transformation, on that basis, organize and implement it effectively. In the fourth quarter of 2024, it is necessary to focus on overcoming and organizing the implementation to create changes with specific results in the implementation of the tasks and requirements set out in the action plan of the Steering Committee on digital transformation as well as the requirements of Project 06.

The comrade assigned the Provincial Police and the Department of Information and Communications to promptly advise the Provincial Steering Committee on Digital Transformation and the Head of the Provincial Project 06 Working Group to strictly implement the directions of the Central Government and the National Committee on Digital Transformation, especially Directive No. 34/CT-TTg of the Prime Minister on the development of digital transformation projects of ministries, branches and localities. The comrade requested that the assessment and ranking of agencies, units and localities in digital transformation activities be promptly organized. Relevant departments and branches continue to advise the province on allocating resources to effectively serve the digital transformation task and implement Project 06./.
