Determined to bring Ho Chi Minh City Ring Road 3 Project to the finish line on time

At the meeting, representatives of the Ho Chi Minh City Traffic Construction Investment Management Board reported on the project implementation status.

Accordingly, implementing the Deputy Prime Minister 's direction at the inspection on September 25, the units have deployed and achieved specific results:

Regarding the relocation of high-voltage electrical infrastructure (Component Project 5): Ho Chi Minh City is currently installing power poles and registering power outage schedules for relocation, and is expected to complete the relocation in November 2025.

Dong Nai province has completed the relocation of 2/8 high-voltage power poles, 4/8 positions are under construction to serve the relocation work, and some households have not yet handed over the land for the remaining 2/8 poles. Tay Ninh province has completed the relocation of the remaining high-voltage power poles in October 2025.

Regarding construction work: Ho Chi Minh City and Dong Nai and Tay Ninh provinces launched a 100-day and night peak competition; directed investors and contractors to focus on accelerating construction, closely following the basic completion schedule in 2025, ensuring quality, safety, efficiency, and no loss or waste.

The output of component projects is as follows: Component Project 1 is implementing 10/10 main construction packages, the output reached about 64.8% of the Contract value, an increase of 6.1% compared to the inspection on September 25.

Component project 3 is implementing 3/3 main construction packages, with actual output reaching about 51.7% of the contract value, an increase of 4.7%.

Component Project 5 is implementing 4/4 main construction packages, with actual output reaching about 51.6% of the Contract value, an increase of 6.0%.

Component Project 7 is implementing 4/4 main construction packages, with actual output reaching about 87.0% of the Contract value, an increase of 5.1%.

Regarding the investment in completing the Tan Van intersection: On November 13, the Ho Chi Minh City Department of Construction held a meeting with relevant departments, branches and units and issued a document instructing and requesting the Traffic Department to complete the adjusted Feasibility Study Report; the project adjustment work is expected to be completed in 2025.

Regarding disbursement, the cumulative disbursement in 2025 up to November 9, 2025 is 4,424/8,141 billion VND (reaching 54.3%), of which: Component Project 1 disbursed 2,902/4,481 billion VND (reaching 65%); Component Project 3 disbursed 396/549 billion VND (reaching 72%); Component Project 5 disbursed 770/2,279 billion VND (reaching 33.8%); Component Project 7 disbursed 356/832 billion VND (reaching 42.5%).

Currently, investors of component projects are focusing on accelerating disbursement in the remaining months, striving to disburse over 100% of assigned capital by the end of 2025.

After listening to opinions from ministries, branches and localities, Deputy Prime Minister Mai Van Chinh emphasized that the Ho Chi Minh City Ring Road 3 project is a national key project, of strategic significance for the development of transport infrastructure and socio-economics of the Southern Key Economic Zone as well as the whole country.

This project is scheduled to be completed in 2025 to contribute to completing 3,000 km of highways nationwide.

After 3 inspections, including the inspection on September 25, the Deputy Prime Minister gave specific instructions, with the drastic participation of localities, investors, and contractors; compared to the previous inspection, there were changes. Specifically, Dong Nai province completed the relocation of 2/8 high-voltage power pole locations; Tay Ninh province completed the relocation of the remaining high-voltage power pole locations in October 2025; localities with sand and rock sources have licensed and arranged for the project.

However, according to the report, there are still some unfinished tasks such as Ho Chi Minh City is installing electric poles at Tan Van intersection of Component Project 5 and registering a power outage schedule for relocation, expected to complete the relocation in November 2025.

Dong Nai province still has 4/8 positions under construction, serving the relocation work, and some households have not yet handed over the site for the remaining 2/8 pillars.

Currently, key projects in the southern region are simultaneously accelerating to reach the finish line, ensuring the completion date by the end of 2025. However, the demand for materials in the last months of the year is very large, material prices fluctuate, mobilizing key materials (such as construction stone) is difficult (component projects 1, 3, 5); along with unfavorable weather affecting progress.

To ensure the project is basically completed in 2025 as required, the Deputy Prime Minister requested relevant ministries, branches and localities to focus on the following tasks:

Regarding site clearance and relocation of technical infrastructure: Ho Chi Minh City People's Committee and Dong Nai Province directed relevant units to speed up the relocation of the remaining 7 high-voltage power lines out of the project area before December 5. Dong Nai Province will hand over the site of the remaining 2 high-voltage power poles of the Component 3 Project in November 2025.

Regarding materials: The People's Committees of Ho Chi Minh City , Dong Nai, and Tay Ninh directed relevant agencies to support and urge investors and contractors to proactively work with mine owners to ensure the progress of sand and stone materials to the construction site, so as not to affect the project's progress.

Regarding construction: At the 21st meeting of the State Steering Committee for important national projects and works, key to the transport sector, the Prime Minister directed the People's Committees of the provinces to resolutely direct investors and contractors to speed up construction progress to complete the Ho Chi Minh City Ring Road 3 project as committed.

The Deputy Prime Minister requested the People's Committees of Ho Chi Minh City , Dong Nai, and Tay Ninh to closely monitor the weather situation; direct investors and contractors to mobilize and focus on accelerating construction in 3 shifts, overcoming the sun and rain, and researching solutions to closely follow the progress. The People's Committee of Ho Chi Minh City will soon complete the adjustment of the Tan Van intersection.

In case the basic completion schedule by 2025 is not met for objective reasons, the locality must report to the Prime Minister and take full responsibility for the delay in progress, absolutely not allowing problems to arise that cause waste of resources.

Regarding disbursement: The People's Committees of Ho Chi Minh City , Dong Nai and Tay Ninh directed relevant agencies to promote acceptance, payment and disbursement.

In preparation for the groundbreaking ceremony on December 19, the Deputy Prime Minister asked the provinces to review the projects that have been started and inaugurated and report to the Ministry of Construction.

The Deputy Prime Minister also assigned the Ministry of Construction, together with the Government Office, to monitor and urge localities and implementing units to be determined to bring the projects to the finish line as committed.

Previously, on the morning of November 25, Deputy Prime Minister Mai Van Chinh and the working delegation inspected the Ho Chi Minh City Ring Road 3 project through Dong Nai and Ho Chi Minh City .
