On the morning of October 15 in Hanoi , Qualcomm Vietnam in collaboration with the Academy of Posts and Telecommunications Technology officially launched the L2Pro Platform.
The L2Pro platform was established with the goal of helping the creative community understand, protect and effectively exploit intellectual property. This is a non-profit program, which has been successfully implemented in the US, India, Taiwan and Africa, and now brought to Vietnam.
According to Qualcomm, L2Pro stands for "Learn to Protect" and is designed as a course, equipping students, researchers and technology startups with knowledge about protecting creative assets through patents, copyright enforcement, optimization and trademark management.
The platform also helps learners combine intellectual property with business strategy, knowing how to exploit value from research and development results to commercialize products.

At the event, Mr. Ram Krishnan - Senior Director of Technology Copyright at Qualcomm, said that Vietnam is at an 'exciting time' when Resolution 57-NQ/TW was issued, encouraging the development of science and technology, innovation and digital transformation.
According to Mr. Ram Krishnan, in that context, intellectual property is emerging as a key factor. This is the invisible engine that promotes innovation, protects intellectual achievements, supports technology transfer and strengthens the foundation for a strong knowledge economy .
“However, for many students, researchers and startups, intellectual property remains a complex and often overlooked area. That is why today’s launch of the L2Pro Platform is so important,” emphasized Mr. Ram Krishnan.
Also within the framework of the event, Qualcomm launched the Qualcomm Vietnam Innovation Challenge (QVIC 2026), aiming to search for and incubate potential startups in the fields of AI, 5G, IoT, robotics, automotive technology and smart cities.
The program first launched in 2020. Up to now, after 5 years of implementation, startups participating in QVIC have submitted more than 200 applications for patents, copyrights, trademarks and industrial designs.
Mr. Pham Hong Quat - Director of the Department of Startups and Technology Enterprises (Ministry of Science and Technology) said that organizing the QVIC launching ceremony at a technology university has special significance, helping to connect training, research and startups.
"In the past, we had many training programs, but they did not go into depth in linking with specific products and business models. Now is the time to make money from intellectual property and intellectual products," he said.
According to Mr. Quat, the courses combine innovation, fundraising, market development and intellectual property to form a complete startup cycle. "If we do well in these two courses, we will certainly have potential 'unicorns' in the future," Mr. Quat emphasized.

From the perspective of a training institution, Mr. Dang Hoai Bac - Director of the Posts and Telecommunications Institute of Technology (PTIT), believes that the relaunch of the QVIC program, along with the launch of the L2Pro platform, will inspire students and young startups, encouraging them to venture into complex technology fields. "The Academy's vision is that in 10 years, there will be a Vietnamese 'technology unicorn' that has grown up from PTIT," said Mr. Bac.
PTIT Director pledged to make the most of the values that the Qualcomm Vietnam Innovation Challenge Platform and Program bring to improve training quality, linking academics with practical needs of the industry, while promoting the entrepreneurial spirit, helping Vietnamese technology ideas to be nurtured and developed in a systematic and professional manner.
Vietnam currently ranks 44th out of 139 economies, according to the GII 2025 Index Report published by WIPO in September 2025, in which three component indexes including High-tech Import, High-tech Export and Creative Goods Export are the top in the world.
According to WIPO, Vietnam is one of the nine middle-income countries with the fastest improvement in rankings since 2013. Vietnam and India are also two countries that have maintained innovation results exceeding development for 15 consecutive years. In the 2014-2024 period, Vietnam is among the three countries with the fastest labor productivity growth, along with China and Ethiopia./.
