This Circular applies to organizations and individuals engaged in production and business of products and goods in the List of Group 2 products and goods in Vietnam; organizations and individuals engaged in activities related to quality management of products and goods in the List of Group 2 products and goods in Vietnam.

The list of products and goods in the field of information technology and telecommunications that are required to declare conformity is specified in Appendix II issued with this Circular, such as: Information technology equipment - Desktop personal computers, industrial computers (Desktop computers), laptops, tablets; radio and television equipment - DVB-S/S2 satellite digital television signal decoding equipment, television signal decoding equipment (Set Top Box) in digital cable television networks, television receivers with integrated DVB-T2 terrestrial digital television signal receiving function...
The Circular also stipulates that the management of product and goods quality in the List of products and goods in Group 2 is carried out according to the regulations of the Ministry of Science and Technology on conformity certification, conformity declaration, quality inspection of products and goods in the field of information technology and telecommunications and corresponding technical regulations.
Products and goods in the List of Group 2 products and goods that integrate other products and goods in the List of Group 2 products and goods must carry out conformity certification and full declaration of conformity with the corresponding technical regulations applicable to that product and goods and the integrated product and goods.
Products and goods in the List of products and goods in group 2 that are subject to two or more technical regulations must undergo conformity certification and conformity declaration according to the provisions of those technical regulations.
The Circular clearly states that in case technical regulations issued before December 31, 2025 (the effective date of this Circular) have provisions different from this Circular, the provisions of this Circular shall apply.
From December 31, 2025, if there is a new technical regulation issued to replace the technical regulation specified in the List of products and goods of group 2; or if there is a new technical regulation issued to supplement the products and goods specified in the List of products and goods of group 2, the provisions of the Circular promulgating the new technical regulation shall apply.
