On the evening of November 22, after receiving information from Tuy An Traffic Police Station that the Ca Pass Tunnel could be opened, Ninh Hoa Traffic Police Station slowed down traffic to clear thousands of vehicles stuck in the Van Ninh area. By this morning, the traffic jam had been cleared and traffic returned to normal. Ninh Hoa Traffic Police Station continued to assign shifts to regulate traffic on National Highway 1 through the Van Ninh and Ninh Hoa areas.

The traffic jam started on the evening of November 19 due to heavy rains and floods that caused landslides at several points in Co Ma Pass and Ca Pass. Later, the northern part of Ca Pass in Dak Lak Province was heavily flooded, National Highway 1 was damaged and had to be temporarily closed. By the afternoon of November 22, there were about 5,000 vehicles lined up on National Highway 1 with a length of about 30km.
