Seamless connection, smooth operation.
At the new Phu Xuan Ward Public Administrative Service Center, located at 394 Dinh Tien Hoang Street, on Saturday (June 28th), the processing of administrative procedures for citizens and businesses continued as usual. From the signage and equipment to the old and new staff, everyone at the Center is adapting to the transition to a synchronized and integrated system according to the two-tiered local government operating model from July 1st, 2025.
At the new Thuy Xuan Ward Public Administrative Service Center, located at 38 Le Ngo Cat Street, Thuy Xuan Ward, Hue City, all administrative procedures that citizens need to resolve are still served diligently by the "one-stop" service department, without any delays. Representatives of the new Thuy Xuan Ward leadership stated that, to effectively serve the new government model, in addition to rebuilding the Center's headquarters, the ward is also simultaneously implementing many solutions regarding digital infrastructure, data connectivity, human resources, and technology.
Upon inspection, it has been determined that the entire technological infrastructure, from data centers and cloud computing systems to network connections and specialized equipment, has been fully invested in at 41 Public Administrative Service Centers across 40 wards, communes, and cities, and is ready for operation from July 1st.
The software system for handling administrative procedures has been configured for over 1,000 procedures, fully integrating functions to connect with the National Public Service Portal, supporting login via VNeID, digital signatures, synchronization of application status, and online payment. The electronic data warehouse allows for the reuse of paper documents from previous transactions, minimizing the time and cost of performing administrative procedures.
The city has also granted 2,700 accounts to officials and civil servants to use the digital document and reporting system, online meetings, and other management platforms. Shared databases from the city level down to the commune/ward level are fully interconnected, enabling localities to quickly access information and process administrative procedures for citizens regardless of administrative boundaries.
Technically, the city has digitized 100% of the valid administrative procedure resolution results from the district level to the commune/ward level, ensuring uninterrupted information flow and preventing the loss or omission of documents. By June 30th, the city had no outstanding files. Mr. Nguyen Kim Tung, Deputy Director of the Department of Science and Technology, stated that Hue City is currently among the top 5 units with the highest on-time completion rate nationwide, according to Plan 02-KH/BCĐTW dated June 19, 2025, of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation, which aims to promote interconnected and synchronized transformation in accordance with the requirements of reorganizing the political apparatus. This provides a foundation for Hue to operate the new government model effectively.

Mr. Nguyen Thanh Binh, Permanent Vice Chairman of the Hue City People's Committee, said that, to date, the city has publicly announced the entire administrative procedures system and completed full configuration on the system. At the same time, all technical infrastructure, software, and transmission lines have been tested and trialed to ensure continuous connectivity between all levels.
According to Mr. Nguyen Thanh Binh, the operational process will inevitably encounter some difficulties and obstacles. Therefore, the city has established a working group and established direct connections with communes and wards to facilitate timely exchange and direct problem-solving within the system. In addition to "quick, on-site processing," this working group's operational method also includes general training, specialized training, and hands-on training on system operation.
To date, a well-organized team of technical and administrative support staff has been established to receive feedback via the 19001075 hotline, with permanent technical personnel at the Department of Science and Technology, along with over 1,100 community digital technology teams trained between 2023 and 2025. In June 2025, the city organized several intensive training sessions on practical digital transformation for civil servants and specialized/part-time officials at the commune level, ensuring that when the new model is implemented, each locality will have a workforce proficient in operating the system.
To empower citizens, the city is stepping up communication on various platforms, including the Hue-S application, which provides the addresses of 40 commune-level public administrative centers that will receive and process administrative procedures from July 1, 2025. Simultaneously, it is communicating guidance on the online application process and authentication via VNeID. Notably, throughout the city, there are 136 public service agency points established in all communes and wards, acting as an "extended arm" of the government, helping people in remote areas easily complete administrative procedures anywhere without worrying about changes in administrative boundaries or procedures.
