Synchronized connection, smooth operation

At the Phu Xuan Ward Public Administration Service Center (new), address 394 Dinh Tien Hoang, on Saturday (June 28), the processing of administrative procedures for people and businesses is still taking place normally. From signs, machines to old and new employees of the Center, everything is getting ready to convert to a synchronous, interconnected model of operating a 2-level local government from July 1, 2025.

At the Thuy Xuan Ward Public Administration Service Center (new) located at 38 Le Ngo Cat, Thuy Xuan Ward, Hue City, all administrative procedures that people need to resolve are still served enthusiastically by the "one-stop" department, without "putting work on hold". The representative of the Thuy Xuan Ward (new) leadership said that in order to effectively serve the new government model, in addition to rebuilding the Center's headquarters, the ward is also simultaneously implementing many synchronous solutions on digital infrastructure, data connection, human resources and technology.

Through inspection, up to now, the entire technology infrastructure, from data centers, cloud computing systems, network lines to specialized equipment, has been fully invested in 41 Public Administration Service Centers in 40 wards, communes and cities, ready to operate from July 1.

The administrative procedure handling software system has been configured with more than 1,000 procedures, fully integrated with functions connecting to the National Public Service Portal, supporting login via VNeID, digital signature, synchronizing file status and online payment. The electronic data warehouse allows the reuse of paper information from previous transactions, helping to minimize the time and cost of performing administrative procedures.

The city has also provided 2,700 accounts for officials and civil servants to use the system of documents, digital reports, online meetings and administrative platforms. Shared databases from the city level to the commune/ward level are fully interconnected, helping localities quickly access information and process administrative procedures for people regardless of administrative boundaries.

Technically, the city has digitized 100% of the results of handling valid administrative procedures from the district level to hand over to the commune/ward level, ensuring no information interruptions, no missing or lost records. By June 30, the city no longer has any backlog records. Mr. Nguyen Kim Tung, Deputy Director of the Department of Science and Technology (KH&CN), said that currently, Hue city is in the top 5 units with the highest rate of completing tasks on time in the country according to Plan 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation on promoting interconnected and synchronous transformation according to the requirements of organizing the political apparatus. This is the foundation for Hue to operate the new government model effectively.

Don't let people and businesses "miss out on work"

Mr. Nguyen Thanh Binh, Permanent Vice Chairman of Hue City People's Committee, said that up to now, the city has publicly announced the entire administrative procedure system and completed the full configuration on the system. At the same time, all technical infrastructure, software, and transmission lines have been tested and operated, ensuring continuous connectivity between all levels.

According to Mr. Nguyen Thanh Binh, the operation process will encounter some difficulties and problems. Therefore, the city has established a working group and directly connected with communes and wards to promptly discuss and directly handle the system. In addition to "quick, on-site handling", the working group's method of operation also includes general training, specialized training and "hands-on" training when operating on the systems.

Up to now, the technical and administrative support staff have been properly arranged to receive feedback from the hotline 19001075, the technical staff on duty at the Department of Science and Technology, along with more than 1,100 community digital technology teams trained from 2023 to 2025. In June 2025, the city organized many intensive training sessions on practical digital transformation for civil servants, specialized and part-time officials at the commune level, ensuring that when entering the new model, each locality has a force to operate the system proficiently.

To create initiative for people, the city has promoted communication on platforms, on the Hue-S application, the headquarters addresses of 40 commune and ward-level public administrative centers that receive and handle administrative procedures from July 1, 2025; at the same time, communication guides the process of submitting documents online, authenticated via VNeID... In particular, throughout the city, there are 136 public service agent points established in all wards and communes, which are the "extended arms" of the government, helping people in remote areas to easily perform administrative procedures anywhere without having to worry about changes in administrative boundaries or how to do procedures.
