The Ministry of Home Affairs issued Official Dispatch No. 4444/BNV-CCVC guiding the arrangement and assignment of commune-level civil servants (new)
The Ministry of Home Affairs has issued Official Dispatch No. 4444/BNV-CCVC to the People's Committees of provinces and centrally-run cities requesting localities to urgently complete the arrangement and assignment of management and professional civil servants at specialized agencies under the People's Committees at the commune level (new).
This is a step to concretize the conclusions and directions of the Politburo , the Secretariat and the Government Steering Committee in arranging and assigning cadres when implementing the two-level local government organization model, ensuring that the (new) commune-level government officially operates smoothly, synchronously and effectively.
The Ministry of Home Affairs noted that in Document No. 11/CV-BCĐ dated June 4, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government, it provided guidance on standards for professional and technical civil servants at the commune level (new).
Accordingly, if commune-level cadres and civil servants (old) meet the standards and conditions, they will be assigned to the job position of civil servants at the commune level (new) and do not have to carry out the procedures for receiving civil servants; in case provincial and district-level cadres and civil servants are assigned to work as civil servants at the commune level (new) according to the Project on arrangement and assignment of cadres and civil servants approved by competent authorities, they do not have to carry out the procedures for receiving civil servants.
Therefore, the Ministry of Home Affairs recommends that localities proactively arrange and assign (new) commune-level civil servants according to their authority, meeting task requirements when operating the new government apparatus from July 1, 2025.
Along with the arrangement of the general civil servant team, the Ministry of Home Affairs also has specific instructions related to personnel in charge of chief accountant and accounting at the commune level (new).
Accordingly, at the People's Committee at the commune level (new), personnel who meet the standards and conditions prescribed by the law on accounting are arranged to perform accounting tasks according to the provisions of the 2015 Accounting Law, Decree No. 174/2016/NDCP detailing a number of articles of the Accounting Law and instructions of the Ministry of Finance as stated in Official Dispatch No. 9443/BTC-QLKT dated June 27, 2025.
Therefore, it is recommended that localities arrange civil servants to take on the duties of Chief Accountant, in charge of accounting at the Office of the People's Council and People's Committee or other specialized departments.
The authority to appoint chief accountants and accountants at the commune level (new) is decided by the Chairman of the People's Committee at the commune level (new) according to the Project on arrangement and assignment of cadres and civil servants to work at the commune level (new) approved by competent authorities and does not have to carry out appointment procedures according to the provisions of Circular No. 04/2018/TT-BNV of the Ministry of Home Affairs.
Not requiring re-acceptance or appointment procedures for qualified cases is a reasonable and practical solution that does not create additional procedures, helping localities to overcome difficulties, speed up preparation progress and ensure that the (new) commune-level government operates effectively, meeting development requirements in the new period.
