According to the plan of the Department of Health , after merging commune and ward health stations according to the new commune-level administrative unit, 34 commune and ward health stations will be established. The function of the health stations after the merger is to provide professional and technical services on primary health care for people, including: preventive medicine, medical examination and treatment, rehabilitation, reproductive health, food safety, population, social protection, prevention of social evils, social assistance and other health services according to regulations. The scale of operation at commune and ward health stations according to the new administrative unit must have a doctor working.

According to the Phu Yen Department of Health, out of 34 newly established commune and ward health stations, 11 commune and ward health stations do not have doctors. Therefore, the Department of Health recommends that the People's Committees of districts, towns and cities consider transferring doctors from health centers to work at health stations without doctors to suit the new functions of health stations, because currently the district and commune health system is managed by the People's Committees of districts, towns and cities.

At the meeting, the leaders of the local People's Committees basically selected the headquarters for 34 health stations to develop investment plans according to the scale of the new health stations, and the remaining old health stations can be considered as stations to provide convenient health services for the people. The new commune and ward health stations will be under the management of the commune and ward People's Committees. The health centers of districts, towns and cities will be transferred to the Department of Health for management after there is no longer a district-level administrative unit.
