Can transfer job after 3 years
Accordingly, in the job transfer plan for teachers and civil servants at public schools in 2025, the Department of Education and Training of District 10, Ho Chi Minh City stipulates that teachers and civil servants can transfer jobs if:
- Have at least 3 years of working experience from the date of the decision to appoint a professional title and wish to be transferred to public service units in the district or upon request of the unit's leadership.
- Working at public service units under the People's Committee of District 10 and wishing to work at other public service units under the district, public service units outside the district or outside Ho Chi Minh City.
At the same time, the Department of Education and Training of District 10 also stated that there are 5 cases that have not yet transferred jobs, including:
- The officer is under review and disciplinary action.
- Officials who are under prosecution, investigation or are involved in work being inspected or examined.
- Officials who are being treated for serious illnesses as prescribed by the Ministry of Health and confirmed by a competent authority; sent to concentrated study for 12 months or more or sent on secondment.
- Female civil servants who are pregnant or raising children under 36 months old. In case of having to raise a child under 36 months old (due to the death of the wife or other objective circumstances), male civil servants are also subject to the same treatment as female civil servants.
- Do not periodically transfer work positions for civil servants with less than 18 months of remaining work time before reaching retirement age.
The Department of Education and Training of District 10 stipulates that job transfers are carried out by issuing decisions on the transfer and assignment of civil servants. For job transfers within an agency or unit, the head of the agency or unit has the right to arrange civil servants and public employees within the agency or unit under his/her management through a decision on assignment or notification of assignment of tasks. In case of job transfer to another agency or unit with appropriate expertise and skills, the District People's Committee shall consider and issue a decision on the transfer of civil servants.
For agencies, organizations and units that have only one position in the list of periodically transferred work positions, and this position has professional and technical requirements different from other positions of that agency, organization or unit, the periodic transfer of work positions will be decided by the People's Committee of District 10.

The head of the Department of Education and Training of District 10 emphasized that periodically transferring work positions is a mandatory and regular regulation, carried out according to plan, made public and associated with the responsibility of the head of the agency, organization, or unit; periodically transferring work positions contrary to the expertise or profession currently being performed or in charge of is not implemented.
At the same time, the transfer must be objective, impartial, scientific and reasonable, in accordance with expertise and profession; against factionalism and individualism; not causing disunity and not disrupting stability in agencies, organizations and units. It must follow the principle of permutation, not affecting the increase or decrease of staff of agencies, organizations and units. It is not allowed to take advantage of regulations on periodic transfer of work positions for teachers and civil servants for personal gain or to suppress civil servants...
