Recently, farmers in localities in the province have spent a lot of effort and money to prevent pests and diseases in summer-autumn rice.
However, this year, pests appeared early, with high density and unusual developments. Many fields have seen widespread “burnt patches” caused by brown planthoppers and leaf rollers.

Ms. Nguyen Thi Han (Dong Nam Lo village, Cam Binh commune) said: “My family cultivates nearly 1.5 hectares of rice fields. Currently, the rice is in the stage of heading and flowering, but more than 2/3 of the area has been attacked by leaf rollers and brown planthoppers. Some fields also have high density of planthoppers, leading to the phenomenon of "planthopper burn". I have sprayed pesticides as recommended 3 times but have not been able to completely control the pests.”
Sharing the same concern, Ms. Tran Thi Van (Moi village, Xuan Loc commune) informed: “My family’s 10 sao of rice is expected to flower from August 12, but leaf rollers are causing damage. Based on experience, people believe that this year is a leap year, the weather is erratic, so pests and diseases appear a lot, making it very difficult to control. I am waiting for the third generation of larvae to appear to spray the last batch.”

It is known that, up to now, the area infected with leaf rollers in the whole province is about 5,900 hectares, the area infected with planthoppers is more than 1,100 hectares and rice blast disease has appeared on the leaf collar in some localities. In particular, areas infected with high density of leaf rollers and brown planthoppers have been locally burned, affecting the growth and development of rice plants.
In addition, the brown spot disease causes damage to densely planted areas with excess nitrogen fertilization, distributed in communes and wards such as Can Loc, Gia Hanh, Truong Loc, Dong Tien, Cam Binh, Bac Hong Linh, Ha Huy Tap, etc. The worrying thing is that the disease tends to continue to spread, combined with small leaf rollers and brown planthoppers, which will make the rice plants weak, grow poorly, and easily fall over when encountering strong winds and heavy rains.
Mr. Phan Van Tuan (Bac Quy Residential Group, Thanh Sen Ward) shared: “The area and level of brown stripe infection this year is higher than previous years. I have sprayed pesticides, but the weather is sometimes rainy, sometimes sunny, so it is very difficult to control.”

Experts say that the outbreak of pests and diseases is due to many reasons. First of all, unfavorable weather factors: hot sun alternating with showers, high humidity in the fields create ideal conditions for leaf rollers, brown planthoppers and other pests to develop rapidly and are difficult to control. In addition, some localities have not been really drastic in directing and organizing prevention and control. In the communes of Duc Thinh, Duc Quang, Gia Hanh, Can Loc, Dong Kinh, Thach Xuan, Hong Loc, etc., pesticides were sprayed only when the second generation of leaf rollers caused white leaves, resulting in low pesticide use efficiency. Meanwhile, in the communes of Thach Lac, Dong Tien, Thach Khe, Cam Binh, Duc Tho, Duc Thinh, Xuan Loc, etc., prevention and control lacked focus and did not ensure technical standards, creating conditions for planthoppers to accumulate in number and spread widely.
According to the forecast, the upcoming weather will continue to be hot and sunny, with intermittent showers and high humidity in the fields, favorable for pest outbreaks. The third generation of small leaf rollers will bloom from August 7, the third generation of brown planthoppers and white-backed planthoppers from August 12, coinciding with the stage of rice panicle maturity - flowering - milkiness, with the risk of directly affecting yield, even total loss if the density of planthoppers is high.

In the face of the above situation, on August 1, the Standing Committee of the Ha Tinh Provincial Party Committee issued a directive requesting the Standing Committee of the Provincial Party Committee to direct the Department of Agriculture and Environment, relevant departments, agencies, units and People's Committees of communes and wards to urgently implement the prevention and control of plant pests and diseases in livestock. In particular, the heads of Party committees and authorities at all levels must take responsibility if there is subjectivity, negligence, and irresponsibility, causing pests and diseases to spread, affecting production and people's lives.
Recently, at the online conference to thoroughly grasp and remedy the work of preventing and controlling pests and diseases on crops and livestock, the Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh also requested the Party Committees of communes and wards to focus on directing the People's Committees at the same level to mobilize forces, assign cadres to closely follow the locality, grasp the daily situation of pests and diseases; coordinate with technical staff of the Department of Agriculture and Environment to organize meetings and deploy to villages, hamlets, and areas where pests and diseases arise; propagate, urge, and even force the implementation of preventive and control measures.
Communes and wards continue to organize a peak period from now until August 15 to mobilize all forces, materials, and tools to ensure control and spraying to prevent and eradicate pests and diseases thoroughly and effectively in summer-autumn rice areas.
