According to the Ministry of Transport , the national standards for road vehicles - automobiles stipulate the classification of automobiles according to their intended use: passenger cars, cargo cars, special-purpose cars, cars pulling trailers, tractors and unfinished cars.

In the Draft currently soliciting comments, the Ministry of Transport clearly stipulates: A passenger car is a car whose structure and equipment are primarily used to carry people and luggage, or can also pull a trailer.

Passenger cars include: passenger cars carrying 9 people or less including the driver (including: cars, pickup cars, driver training cars); cars carrying 10 people or more including the driver; sleeper buses (carrying 10 people or more including the driver, equipped with only sleeper beds to transport passengers, not including the driver's seat and 1 tour guide's seat if any).

The Draft Standard also classifies special-purpose passenger cars as passenger cars with a structure and equipment to transport people in special conditions or special arrangements such as: ambulances; cars to transport people with disabilities; cars to transport prisoners; mobile housing cars; funeral cars; cars to transport students; other special-purpose passenger cars.

Notably, the Draft stipulates that a student transport vehicle is a specialized passenger vehicle designed solely for the purpose of picking up and dropping off students. The vehicle must be painted dark yellow and must have the words "Student Transport Vehicle" on the front and back of the vehicle.

In addition to the student seat and the driver's seat, the vehicle must have at least one seat for the student supervisor (an adult).

The total number of people allowed to be carried, including the driver, must not exceed 45. In the case of a vehicle designed only for primary and kindergarten students, the number of people allowed to be carried, including the driver, must not exceed 56.

School buses must be equipped with a first aid kit with appropriate equipment for first aid for children; Belt cutting device in the driver's area for vehicles equipped with passenger seat belts; Hazard warning lights that are automatically activated when the doors are opened; Warning device if the doors or emergency exits (if any) are not closed when the vehicle starts moving.

Cargo vehicle with maximum 2 rows of seats, carrying no more than 6 people

For freight vehicles, the draft Standard stipulates that the vehicle is designed and equipped primarily for the transport of goods. A freight vehicle may have a maximum of two rows of seats and carry no more than six people including the driver in the cabin or may also tow a trailer.

Accordingly, cargo trucks include: general trucks; trucks; dump trucks; single-cabin pickup trucks; double-cabin pickup trucks; van trucks; covered trucks; closed-body trucks; refrigerated trucks; insulated trucks; driver training trucks; specialized trucks; tank trucks; vehicle carriers; garbage trucks; mud trucks; money trucks; live aquatic and seafood trucks; other specialized trucks.

Regarding specialized vehicles, the draft stipulates that they are vehicles with structures and equipment to perform a special function or use, including: fire trucks; street sweepers; waste suction vehicles; concrete mixers and transporters; mortar mixers; mobile concrete mixers; concrete pump trucks; crane trucks; ladder trucks; drilling trucks; towing trucks; towing and transporting vehicles; vehicles for lifting people working at height; mobile clinic trucks; other specialized vehicles; tractor trucks; trailer trucks; unfinished vehicles; chassis trucks with cabs; chassis trucks without cabs and unfinished passenger cars.
