Will supervise real estate management in Hanoi, Ho Chi Minh City and 10 localities

Eight ministries, branches and 12 localities, including Hanoi and Ho Chi Minh City, will be directly supervised in the management of the real estate and social housing markets, according to the National Assembly's supervision plan.

On the afternoon of August 17, the National Assembly Standing Committee gave its opinion on the draft plan and outline for supervision of real estate market management and social housing development for the 2015-2023 period. This is one of the National Assembly 's supervision topics in 2024.

Standing Vice Chairman of the National Assembly Tran Thanh Man said that this delegation will directly supervise the management of the real estate and social housing markets at 8 ministries, including: Construction, Planning and Investment, Finance, Natural Resources and Environment, Justice, State Bank, Government Inspectorate, and State Audit.

At the same time, 12 localities, including Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Binh Duong, Binh Thuan, Dong Nai, Khanh Hoa, Quang Ninh, Bac Ninh, and Hung Yen, are also under surveillance this time.

"The monitoring team can adjust the plan and request reporting agencies to add additional content beyond the outline to clarify the content during the monitoring process," Mr. Man informed.

The real estate market, especially some large projects after a period of freezing, has recently "moved" to start up after the Government, ministries and localities intervened to overcome difficulties. However, this market has not really "thawed".

According to the Ministry of Construction, in the second quarter, only 7 real estate and housing projects were completed with more than 2,420 units, down by half compared to the first quarter and only 30% compared to the same period last year. The implementation of projects was delayed or stopped due to legal and capital difficulties.

Commenting on the monitoring plan , National Assembly Chairman Vuong Dinh Hue said that the monitoring delegation should carefully study the reports summarizing the implementation of the Housing Law, the Real Estate Business Law and the appraisal reports of the Ministry of Justice. This is to clearly see the current problems of the real estate market, whether they are legal, planning, capital, supply and demand, to avoid "swimming in a forest of data, while time is limited".

He cited the development of social housing, suggesting that this type of housing should only be rented out for installment payments, or purchased in installments to avoid the phenomenon of buying and selling or transferring. "If we still buy and sell outright, this is a segment of low-cost commercial housing, not social housing. Currently, this boundary is unclear, so in reality there is a situation of taking advantage of policies," he said.

On the other hand, the real estate monitoring plan and outline must clearly identify the key issues of the housing market, related to land, that need to be resolved in order to propose fundamental solutions. "Our goal is not to own a house, but to solve the problem of having a place to live and a place to live," he noted.

Meanwhile, Vice Chairman Nguyen Khac Dinh raised the issue that the monitoring plan only mentioned 8 ministries and sectors, meaning that some other agencies were missing but there was no explanation. According to him, many ministries are also building social housing, if monitoring is not organized at these units, the reason why needs to be clearly stated.

Besides, the subject of supervision this time does not include the People's Council, Mr. Dinh said "it is not okay" because they are the place that approves plans, land use planning, and projects.

Explaining later, Mr. Vu Hong Thanh, Chairman of the Economic Committee and Deputy Head of the Supervisory Delegation, said that in the process of reviewing and developing an outline with the Law Committee, he found that the People's Council and the National Assembly Delegation also supervised from the reports of the People's Committee and the Standing Committee. He said that he would add a requirement for the People's Council to report so that "the more angles we look at, the more problems we discover".

Mr. Thanh added that in addition to the eight agencies that will directly supervise, the Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court will send reports because they are "related to complicated cases". The monitoring team will study and add supervision at the Ministry of Labor, War Invalids and Social Affairs regarding social housing.

Deputy Minister of Construction Nguyen Van Sinh added that the Ministry will review and report on some contents that are not within the scope of supervision. For example, the group of policies related to social housing development, which includes contents under the national target program, should be presented and not integrated into the social housing policy.
