On the afternoon of May 14, Mr. Do Tuong Hiep - Deputy Director of the Department of Education and Training of Dak Lak province - affirmed that Cao Ba Quat High School's instruction of some 12th grade students to write a "voluntary" application to leave school and reserve their results as reported by Tuoi Tre Online was not in accordance with regulations.

Mr. Hiep said that according to current regulations, the general school charter issued with Circular 32/2020 and the student assessment regulations according to Circular 22/2021 of the Ministry of Education and Training do not have content allowing the retention of learning results for general school students.

"The homeroom teacher advising the principal of Cao Ba Quat High School to let students write a request to stay, then drop out of school, is against regulations. The school has followed the wrong procedures, affecting the rights of students," said Mr. Hiep.

Mr. Hiep also said that at the beginning of the 2024-2025 school year, Cao Ba Quat High School has 365 12th grade students.

By the time the verification team worked, 349 students had registered to take the high school graduation exam, while the remaining 16 students had dropped out of school for various reasons.

Of these, 5 students have submitted applications to reserve their study results: HTP (12A8), Y.Th.Ađrông (12A8), Y Kh.Niê (12A9), HYMlô (12A9) and HGByă (12A10). In addition, 4 students have submitted applications to drop out of school and 2 students have dropped out of school without applications.

As of the morning of May 14, 3 students in the group who requested to stay had returned to school, including HGByă, HTP and HYMlô.

"Thank you very much for the timely press information, the department set up a team to verify the incident to ensure the rights of students," said Mr. Hiep.

There is not enough evidence to support the suspicion of "inciting" students to drop out to reduce the graduation failure rate.

According to Mr. Hiep, the Dak Lak Department of Education and Training also verified and confirmed that the press report about the case of HGByă dropping out of school, then applying to return but being rejected by the school was correct.

Accordingly, after writing an application to reserve his study results on April 16, he requested to return to school many times but was not accepted.

After press reports and instructions from authorities, HG was readmitted on May 12. HTP and HYMlô also returned to school on May 14.

On the sidelines of the press conference, Mr. Do Tuong Hiep assessed that this was a serious incident, affecting the students' right to study and the school's image. "We are continuing to verify the entire process, consolidating the records to handle the right people, with the right responsibilities," Mr. Hiep said.

Regarding public suspicions that the practice of instructing students to drop out of school and request a leave of absence is a "trick" to reduce the high school graduation failure rate in 2025, Mr. Hiep said the department does not have enough evidence to conclude this.

"However, we will continue to verify internally, clarify the motives and responsibilities of each individual and group. If violations are discovered, we will handle them strictly," said Mr. Hiep.

The Department of Education and Training has sent a report to the Standing Committee of Dak Lak Provincial Party Committee on the incident, admitting that the process of handling students who dropped out of school and reserved their places at Cao Ba Quat High School was not in accordance with current regulations.
