Teacher shortage due to lack of recruitment sources
The Ministry of Education and Training believes that one of the reasons why localities have not yet recruited all the assigned teachers is due to a lack of recruitment sources. If these teachers are not recruited in a timely manner, there will continue to be a local surplus or shortage of preschool and general education teachers.
Besides, it also causes many difficulties for facilities in implementingeducational tasks, affects the equal access to education of a part of children, directly affects the quality of education and causes overload for teachers.
The Ministry of Education and Training believes that university graduates in some subjects tend to have other jobs with higher incomes than teachers.
However, university graduates or bachelors majoring in information technology, foreign languages, arts, and technology have many career options after graduation, and tend to do other jobs with higher incomes.
Therefore, recruiting and contracting teachers of specific subjects with bachelor's degrees according to regulations on training standards is very difficult. The number of students trained to teach new subjects in the 2018 General Education Program (history and geography, natural sciences ) is still limited, not meeting the requirements.
The Ministry of Education and Training proposes that it is necessary to recruit people with a college degree in pedagogy or a college degree in a specialized field and a certificate of pedagogical training to become teachers, ensuring that there are enough teachers to implement the 2018 General Education Program in a number of subjects, including: history and geography, natural sciences, technology, foreign languages, information technology, arts ( music , fine arts) according to the 2018 General Education Program at primary and secondary levels...
The Ministry of Education and Training also proposed recruiting people with a college degree in pedagogy or a college degree in a specialized field and a certificate in pedagogical training to teach some of the above subjects at primary and secondary levels.
The 2019 Education Law stipulates the standard training level of teachers: "Having a bachelor's degree in teacher training or higher for primary, secondary and high school teachers. In case the subject is lacking, there must be a bachelor's degree in a suitable major and a certificate of pedagogical training".
The Ministry of Education and Training believes that raising the training standards according to the provisions of the 2019 Education Law is a direction to strive for and in line with the development trend, aiming to improve the quality of education, a breakthrough, a strong innovation to create a legal corridor for teacher training and fostering to meet the requirements of fundamental and comprehensive innovation in education and training according to Resolution 29.
However, in the transition period, with the requirement to implement the 2018 General Education Program, it is necessary to supplement the number of teachers to ensure the forecast of mechanical population growth and to teach subjects.
Income is the reason why it is difficult to attract talented people into teaching.
According to statistics from the Ministry of Education and Training, teachers' salaries and professional allowances are not commensurate with their professional activities, not enough to meet social security needs, not enough to ensure the living standards of teachers, especially young teachers living in the delta and urban areas.
Income pressure is one of the reasons why teachers are not satisfied with their work, some teachers quit their jobs or change jobs; at the same time, this is also the reason why it is not possible to attract good people to the teaching profession, and localities lack recruitment resources to supplement the number of missing teachers and prepare staff to implement new programs and textbooks.
Currently, many localities have issued specific policies to support and attract young teachers, teachers working in disadvantaged areas, or highly qualified teachers to work locally.
However, the issuance of special policies for teachers is still difficult due to the lack of legal basis for implementation. Therefore, it is necessary to supplement regulations on encouraging localities to issue special policies to support and attract teachers.
The Ministry of Education and Training forecasts that by the 2024-2025 school year, primary schools will lack 6,621 IT teachers and 5,780 foreign language teachers; at secondary schools: technology will lack 11,598 teachers, natural science will lack 2,366 teachers, and art will lack 4,321 teachers (draft mid-term assessment report on the implementation of the 2018 General Education Program).
