The Department of Education and Training of Ho Chi Minh City has just issued a document guiding the review and establishment of a list of qualified civil servants to be considered for promotion of professional titles in the field of education and training, vocational education from grade II to grade I and from grade III to grade II.
Accordingly, to develop a Project for organizing promotion consideration, the Department requests departments, branches, People's Committees of wards - communes - special zones; Saigon University, Pham Ngoc Thach University of Medicine, Ho Chi Minh City Academy of Officials; principals of public colleges, intermediate schools and public service units under the Department to: Review and assess the number and structure of existing professional titles. Propose the number of civil servants to be considered for promotion based on job positions. When assessing the records, units must base on regulations on recruitment, use and management of civil servants to propose appropriate numbers.
The Department of Education and Training noted: “Promotion consideration must be based on job position, professional title standards and in accordance with the unit's staff structure. Officials can only register for consideration when the unit has a need, is sent by the head of the agency to be considered and fully meets the prescribed conditions.”
According to the Department of Education and Training of Ho Chi Minh City, civil servants are eligible to register for promotion to the next higher professional title when meeting the following conditions:
Complete tasks well or better in the five consecutive working years before the year of consideration; have good political qualities and ethics; not under disciplinary action. Have the capacity and professional qualifications to take on a higher position. Meet the requirements for diplomas and certificates according to the standards of the professional position being considered. Have held the lower professional position for a sufficient period of time according to regulations.
In case of calculating equivalent time, the civil servant must have at least 12 consecutive months holding the lower rank up to the application deadline.
The Department of Education and Training of Ho Chi Minh City said that units must send a list of qualified civil servants to the Department before December 6, 2025.
For kindergartens, primary schools, and secondary schools under the People's Committees of wards, communes, and special zones, the local People's Committees are responsible for compiling and submitting on time.
After the above deadline, the Department will not accept late or additional applications because it must be compiled to submit to the Department of Home Affairs to advise the Ho Chi Minh City People's Committee to approve the project.
