Pursuant to Official Dispatch No. 7406/UBND-TH dated September 5, 2023 of the Provincial People's Committee on handling voters' opinions and recommendations after the 14th session of the 18th Provincial People's Council, the Department of Home Affairs has issued a document responding to voters' opinions, specifically:
* Voters of Nam Nhoong commune, Que Phong district proposed to speed up the demarcation of the boundary between Nam Nhoong and Cam Muon communes, and to notify the progress of the implementation and the time of handing over the records and administrative boundary maps to the commune for management and use. Voters made the proposal before the 11th session of the Provincial People's Council, however, up to now, the progress of the implementation is still slow.

Pursuant to Decision No. 513/QD-TTg dated May 2, 2012 of the Prime Minister approving the Project: "Completing and modernizing administrative boundary records and maps and building a database on administrative boundaries" at all levels (Referred to as Project 513). In recent years, the administrative boundary line between Nam Nhoong commune and Cam Muon commune, Que Phong district has been completed with records and administrative boundary maps, clearly defining the boundary between the two communes and the localities have signed full legal confirmation of completion in the records and administrative boundary maps according to regulations.
In the coming time, in the fourth quarter of 2023, the Department of Home Affairs will advise the Provincial People's Committee to submit to the Ministry of Home Affairs and relevant ministries and branches for appraisal and approval of administrative boundary records at all levels for Nghe An province. After having the official approval results of records and maps of administrative boundaries at all levels, the Department of Home Affairs will organize the handover of records and maps of administrative boundaries to localities for management, exploitation and use according to regulations.
* Voter Tran Xuan Nhuong - Head of the Department of Education and Training of Quynh Luu district reported that the Provincial People's Committee assigned the quota of staffing and the number of teachers recruited was not enough to meet the requirements of class size and number of students. Proposed to increase the number of staffing and number of teachers recruited for 3 levels of education in Quynh Luu district.

- Joint Circular No. 06/2015/TTLT-BGDĐT-BNV dated March 16, 2015 of the Ministry of Education and Training and the Ministry of Home Affairs stipulating the list of job position frameworks and the number of employees in public preschools and Circular No. 16/2017/TT-BGDĐT dated July 12, 2017 of the Ministry of Education and Training guiding the list of job position frameworks and the number of employees in public general education establishments stipulating the maximum number of teachers in the classroom.
- Clause 2, Article 9, Decree 106/2020/ND-CP dated September 10, 2020 of the Government on job positions in public service units stipulates: Based on the proposal of the Provincial People's Committee and the appraisal opinion of the Ministry of Home Affairs, the People's Council of the province or centrally run city approves the total number of employees in public service units.
- In recent years, the Department of Home Affairs has advised the People's Committee of Nghe An province with Documents No. 299/BC-UBND dated June 11, 2020, No. 466/BC-UBND dated August 19, 2020, No. 243/BC-UBND dated April 29, 2021, No. 305/BC-UBND dated May 13, 2022, No. 581/BC-UBND dated August 3, 2023 of the Provincial People's Committee to report and work directly with the Ministry of Home Affairs. The Ministry of Home Affairs and the Ministry of Education and Training submitted and were supplemented by the Politburo with 2,820 positions (the province with the most additional positions among the 27,850 additional positions for the whole country).
- Because the student-to-class ratio in the province is only approximately 80% of the maximum norm of the School Charter, there is not enough basis for the Ministry of Home Affairs and the Ministry of Education and Training to propose that the Central Organizing Committee increase the staffing for the Education and Training sector.
- To arrange teachers according to the maximum quota: The Provincial People's Committee, the Department of Home Affairs, and the Department of Education and Training have been directing the People's Committees of districts, cities, and towns to increase the ratio of students per class (approaching the maximum number of students per class) and merge small-scale schools to arrange teachers according to the maximum quota.
- Implementing Resolution No. 102/NQ-CP dated July 3, 2020 on solutions for education and health care staffing; Decree No. 106/2020/ND-CP dated September 10, 2020 on job positions and number of employees in public service units of the Government; Decree No. 111/2022/ND-CP dated December 30, 2022 on contracts for certain types of jobs in administrative agencies and public service units of the Government, the Department of Home Affairs issued Official Dispatch No. 423/SNV-TCBC dated March 5, 2021,
Official dispatch No. 671/SNV-TCBC dated March 29, 2022, Official dispatch No. 801/SNV-TCBC dated April 4, 2023 request departments, branches, sectors, People's Committees of districts, cities, and towns to develop a plan for the number of employees receiving salaries from the budget and labor contracts receiving salaries from career revenue sources to submit to competent authorities for consideration and decision.
- To facilitate the proactiveness of the People's Committees of districts, cities and towns, the Department of Home Affairs issued Official Letter No. 931/SNV-TCBC dated June 12, 2017, encouraging agencies and units to register for a pilot program of assigning the number of workers according to the maximum quota on the maximum number of students in a class, but up to now, the People's Committees of districts, cities and towns have not boldly accepted the pilot program. The Department of Home Affairs hopes that Mr. Tran Xuan Nhuong - Head of the Department of Education and Training of Quynh Luu district, advising the People's Committee of Quynh Luu district, will register for a pilot program of implementing Official Letter No. 931/SNV-TCBC of the Department of Home Affairs.
The Department of Home Affairs recommends that voters of the province join the Department of Home Affairs, the Department of Education and Training and the People's Committees of districts, cities and towns to increase the ratio of students per class to reach the maximum number of students and support the policy of merging small-scale schools to increase the number of teachers per class to reach the maximum number.
* Voter Le Khanh Kieu - Head of the Department of Education and Training of Thai Hoa town proposed that in the management of the education sector's payroll, it is necessary to supplement the payroll in a timely manner and implement appropriate staff reduction (not to reduce the number of teachers when the size of schools and classes increases); strengthen decentralization in the management of education payroll in the direction that: the Provincial People's Committee manages the total number of payrolls and payrolls at each level; the District People's Committee proactively recruits and transfers teachers, reports the results to the Provincial People's Committee, the Department of Home Affairs and is responsible for the number and structure of payrolls assigned by the province.

According to Resolution No. 19-NQ/TW dated October 25, 2017 of the Central Executive Committee on continuing to innovate the organization and management system, improving the quality and efficiency of operations of public service units; Decree 106/2020/ND-CP dated September 10, 2020 on job positions and number of employees in public service units and Decree 115/2020/ND-CP dated September 25, 2020 on recruitment, use and management of civil servants of the Government, the approval of the structure, titles, positions, number of people accepted, recruited, labor contracts for public service units and staff reduction is one of the important and inseparable steps in the management of staff at public service units.
On September 15, 2023, the Department of Home Affairs issued Official Dispatch No. 2601/SNV-TCBC on decentralization of staff management; in which, the People's Committees of districts, cities and towns are encouraged to register for a pilot program to receive decentralization of staff management in the direction that: District-level People's Committees take the initiative in determining the structure, titles, positions, number of recruited staff and implementing the staff reduction roadmap according to Conclusion No. 40-KL/TW dated July 18, 2022 of the Politburo.
The Department of Home Affairs hopes that Mr. Le Khanh Kieu - Head of the Department of Education and Training of Thai Hoa town, advising the People's Committee of Thai Hoa town, will register to pilot the implementation of Official Dispatch No. 2601/SNV-TCBC of the Department of Home Affairs.
* Voter Nguyen Van Phuong, Chairman of the Fatherland Front Committee of Long Son Ward, Thai Hoa Town, proposed that the Provincial People's Committee advise the Provincial People's Council to soon issue a Resolution regulating the allowance regime for part-time workers in villages and residential groups according to Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government to promptly encourage and ensure the rights of part-time workers in villages and residential groups; proposed that the Provincial People's Committee soon issue new regulations on monthly support levels for the subjects who are Secretaries of Youth Union Branches and Heads of Unions in blocks and hamlets; the proposed support level is consistent with the current base salary increase.

On June 10, 2023, the Government issued Decree No. 33/2023/ND-CP regulating commune-level cadres, civil servants and part-time workers at the commune, village and residential group levels, accordingly, there are adjustments to resolve shortcomings in allowance levels for part-time workers at the commune, village and residential group levels. Currently, the Department of Home Affairs is reviewing and drafting a Resolution to advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation at the end of 2023 meeting.
* Voter Nguyen Chau Hoa, residing in Trung Do hamlet, Tan Hop commune, Tan Ky district, proposed a policy to support the purchase of health insurance cards for Secretaries, Hamlet Chiefs, and Heads of the Front Work Committee in the blocks and hamlets.

In Resolution No. 22/2019/NQ-HDND dated December 12, 2019 on the number, titles, allowance levels, policies and regimes for part-time workers and other subjects in communes, wards, towns, hamlets, blocks and villages in the province.
Nghe An has regulated the allowance level for Party Secretary, Hamlet Chief (block, village), and Head of the Front Work Committee, including health insurance support.
After receiving voters' recommendations on the inadequacies in allowances for pensioners holding the positions of Secretary, Hamlet (block, village) Chief, and Head of the Front Work Committee, the Department of Home Affairs advised the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 23/2021/NQ-HDND dated December 9, 2021 amending and supplementing a number of articles of Resolution No. 22/2019/NQ-HDND, accordingly removing the phrase "including health insurance support".
Implementing Decree No. 33/2023/ND-CP dated June 10, 2023, of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune, village and residential group levels, the Department of Home Affairs is reviewing and drafting a Resolution to advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation at the end of 2023 meeting. Accordingly, there are adjustments to resolve shortcomings in the allowance levels for non-professional workers at the commune, village and residential group levels.
