
Accordingly, the Department has finalized three draft documents, including: a draft plan for reorganizing the Agricultural Extension Center based on the merger of the Agricultural Seed Center and the Agricultural Extension Center; a draft submission requesting the Provincial People's Committee to approve the plan; and a draft decision of the Provincial People's Committee on the reorganization of the Agricultural Extension Center after the merger.
The merger of the two units was carried out to reduce intermediaries and unify the coordinating agency for agricultural extension and agricultural seed activities in the province. After reorganization, the Agricultural Extension Center will be a public service unit under the Department of Agriculture and Environment, responsible for implementing provincial-level agricultural extension; guiding, coordinating, and supporting communes in carrying out agricultural extension tasks; and conducting experiments, research, technology transfer, and providing agricultural seed services as regulated.
According to the draft, the new Agricultural Extension Center will have legal personality, its own seal, bank account, and operate under a Group 4 financial autonomy mechanism. The organizational structure will include a Board of Directors and specialized departments, along with production and research farms serving seed and agricultural extension activities. The plan also clearly defines the personnel structure, maintaining a stable total number of employees receiving salaries from the state budget; while transferring personnel from regional Agricultural Extension Stations to public service units at the commune level as stipulated in Circular 60/2025/TT-BNNMT.
The completion of the plan to reorganize the Agricultural Extension Center is of particular importance, not only to streamline the organizational structure but also to contribute to strengthening the overall capacity of the province's agricultural extension system. When the two units are merged, resources in terms of personnel, facilities, equipment, and expertise will be concentrated, helping to improve the efficiency of management, direction, and implementation of agricultural extension tasks in the province. The new organizational model will create favorable conditions for faster and more synchronized implementation of programs transferring scientific and technical advancements, and models of production, livestock farming, and aquaculture that utilize high technology and adapt to climate change.
