Implementing the Project on Livelihood Support for disadvantaged policy beneficiary households, poor households, near-poor households, and ethnic minority households in Ca Mau province during the period 2025 - 2027.

On December 9, 2025, the Department of Agriculture and Environment issued Official Letter No. 6379/SNNMT-KTHT regarding the implementation of the Livelihood Support Project for disadvantaged policy beneficiary households and poor, near-poor, and ethnic minority households in Ca Mau province for the period 2025-2027. Accordingly, the Department of Agriculture and Environment implemented Project No. 006/DA-UBND dated December 1, 2025, of the People's Committee of Ca Mau province on Livelihood Support for disadvantaged policy beneficiary households and poor, near-poor, and ethnic minority households in Ca Mau province for the period 2025-2027 (the Project) to the Standing Committee of the Vietnam Fatherland Front Committee of Ca Mau province; provincial departments, agencies; and People's Committees of communes and wards. The specialized departments and units under the Department shall implement the assigned functions and tasks in accordance with regulations. At the same time, the Sub-Department of Cooperative Economics and Rural Development shall take the lead and coordinate with relevant units to advise the Department on the implementation of the assigned contents in this Project.

The project aims to strengthen appropriate livelihood support for poor households, near-poor households, disadvantaged policy beneficiary households, and ethnic minority households, in order to help them increase their income, improve their quality of life, and contribute to achieving sustainable poverty reduction and building new rural areas in Ca Mau province. The goal is to ensure that by the end of 2026, 100% of disadvantaged policy beneficiary households under the project receive livelihood support, and by the end of 2027, at least 80% of poor and near-poor households, including ethnic minority households eligible for support under this project, achieve sustainable poverty alleviation.

The beneficiaries of the Project are disadvantaged policy-beneficiary households; poor and near-poor households (including ethnic minority households) according to the multidimensional poverty standard . Priority is given to policy-beneficiary households with particularly difficult circumstances; households that need and meet the criteria to participate in projects supporting production development and diversification of community livelihoods under the three national target programs; households living in particularly difficult areas inhabited by ethnic minorities, coastal areas and islands; ethnic minority households; poor and near-poor households with labor but lacking capital, means of production, and skills. These are divided into four groups: Group 1: Households needing support for seeds, animal feed, and technical assistance (production models). Group 2: Households needing support for vocational training and job placement. Group 3: Households needing support for tools and means of production; and households needing support for production land. Group 4: Households in need of capital support for production and business. Group 5: Households without a labor force.

Specific objectives of the Project

* By the end of 2025: Complete livelihood support for at least 60% of target groups in Groups 1 and 2; Complete livelihood support for at least 20% of target groups in Groups 3 and 4.

* By the end of 2026: Complete livelihood support for at least 20% of poor and near-poor households in Groups 1 and 2; cumulatively complete at least 80% of households in these two groups. Complete livelihood support for at least 40% of poor and near-poor households in Groups 3 and 4; cumulatively complete at least 60% of households in these two groups. Complete livelihood support for 100% of disadvantaged policy beneficiary households under the Project.

* By the end of 2027: Complete livelihood support for 100% of the target poor and near-poor households under the Project. Improve stable income and quality of life for at least 80% of the target beneficiaries under the Project and achieve the overall objectives.

The estimated funding for the project is 578,892 million VND. This funding will be mobilized from diverse sources: the central government budget, local government budgets, the "Gratitude and Repayment" Fund, the "For the Poor" Fund, preferential credit sources, and other socialized funding sources.
