Recently, the Propaganda Department of the Ho Chi Minh City Party Committee and the City Party Committee sent a document requesting cultural management agencies in Ho Chi Minh City to strengthen guidance and rectify musical activities that show signs of deviating from established norms.

Many singers such as HIEUTHUHAI, Pháo, Jack, B Ray... have been named by the Propaganda Department and the Ho Chi Minh City Party Committee for their music products that use careless and offensive language.

In particular, Ho Chi Minh City proposed considering not inviting artists whose works, behavior, speech, or performances violate traditional customs and morals, deviate from cultural norms, or promote a dissolute lifestyle or social vices to participate in the city's programs, festivals, and events. This has attracted significant public attention over the past week.

On the afternoon of October 30th, at the regular press conference at the Ho Chi Minh City Press Center, representatives from the Ho Chi Minh City Department of Culture and Sports responded to questions regarding its management role in this field, as well as the direction of sanctions against "culturally deviant" behaviors in the future.

Ho Chi Minh City boasts one of the most vibrant, rich, and diverse artistic scenes in the country. It is also one of the major cultural and artistic centers, a melting pot of tradition and modernity, and the finest elements of Vietnamese and global culture.

Over the past period, the Department of Culture has consistently paid close attention to and provided strict guidance on state management of performing arts activities in the city. The Department has strengthened coordination with relevant agencies and localities to contribute to improving the effectiveness and efficiency of state management.

The Department is in charge of developing inter-agency coordination regulations among departments, agencies, and localities in Ho Chi Minh City to proactively monitor the situation and promptly handle issues in artistic activities.

"The management agency has discovered many violations and handled them strictly according to the law, including cases of temporary suspension or ban on performances, which has received public support," Ms. Hang said.

Furthermore, the Department also focuses on disseminating information about policies and laws; and at the same time, creates favorable conditions for organizations and individuals engaged in artistic activities to develop their talents and contribute valuable cultural products to the public, thereby contributing to building a healthier cultural and artistic landscape for Ho Chi Minh City.

However, alongside the positive aspects, the Department of Culture acknowledges that there are still some instances of deviant creative practices, prioritizing individual ego and exhibiting offensive content, form, or expression.

"Some works and performances contain offensive elements, use inappropriate language, and have forms that are inconsistent with the nation's fine cultural traditions. They fail to fulfill their role and function in guiding public awareness and aesthetic tastes; they promote negative lifestyles, especially among young people," the representative from the Department stated.

For cases of violations, based on legal regulations, the Department will take decisive measures to handle them; at the same time, it will listen to expert opinions and coordinate with organizations and associations to educate and enhance the spirit of self-awareness in complying with the law and the exemplary conduct of artists and performers, contributing to building a healthy cultural environment.

For major political events and festivals in Ho Chi Minh City, the Department and related agencies, based on the purpose and requirements of the event, have collaborated with appropriate creative components. In particular, the performing artists are emphasized not only for their professional competence but also for their professional standards and cultural conduct. This will continue to be a focus in the future.
