Department of Health organizes training conference on staff organization in 2025

On November 10, the Department of Health organized a training conference on personnel organization in 2025 to update and disseminate legal regulations, unify implementation procedures and methods for performing tasks on personnel organization, contributing to improving the capacity of civil servants and public employees in charge of personnel organization at affiliated units. Comrade Nong Tuan Phong - Director of the Department of Health chaired the conference.

Attending the Conference were representatives of leaders and specialists in charge of staff organization and staff work of the Department of Health Office, leaders and specialists of the Department of Personnel Organization and units under the Department of Health.

At the Conference, the Department of Organization and Personnel of the Department of Health disseminated key contents related to policies for civil servants and public employees, retirement and streamlining of staff; discipline of civil servants and public employees; appointment of cadres; planning of leadership and management staff; declaration of assets and income; handling of complaints, denunciations, and recommendations; training and fostering of cadres, civil servants and public employees; appointment, transfer, promotion of professional titles; emulation, rewards and foreign affairs. Procedures, legal bases and notes during implementation were also specifically guided.

Also at the Conference, Comrade Nong Tuan Phong - Director of the Department of Health deployed and guided important documents related to the work of reorganizing the apparatus in the health sector. Including Notice No. 176-TB/VPTW dated April 25, 2025, the conclusion of General Secretary To Lam at the working session with representatives of the Government Party Committee and central ministries and branches on assessing the implementation results of the Central resolutions on public health care and future work orientation; Notice No. 397-TB/VPTW dated October 29, 2025, the conclusion of the Standing Secretariat at the working session with the Party Committee of the Ministry of Health and central ministries and branches on implementing Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo; Draft plan to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health of Cao Bang Provincial Party Committee; Decree No. 283/2025/ND-CP dated October 31, 2025 amending and supplementing a number of articles of Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization and dissolution of public service units; Draft Circular of the Ministry of Health guiding the functions, tasks, powers and organizational structure of Commune, Ward and Special Zone Health Stations of provinces and centrally run cities...

After implementing the contents, representatives of the Personnel Department answered questions from units related to the implementation of policies, regulations and procedures for personnel organization work.

Concluding the Conference, Comrade Nong Tuan Phong - Director of the Department of Health requested the affiliated units to strengthen the inspection and review of civil servant and public employee records, especially practice certificates and professional degrees; pay attention to the proposal to appoint professional titles for civil servants during the probationary period, thoroughly instruct civil servants at the unit to supplement the missing certificates according to the requirements of the professional title. At the same time, urgently arrange and mobilize human resources at the Commune Health Stations to ensure sufficient staff in the context of implementing the new government model, for units with renovation plans, it is necessary to comply with current regulations on standards and norms of public works area ...

He also requested units to send officials in charge of personnel organization and finance to attend training courses on preventing and combating corruption, waste, and negativity; internal inspection, receiving citizens, handling petitions, and resolving complaints and denunciations at public health facilities.
