On the afternoon of November 6, the Inspection Team of the Steering Committee for Crime Prevention, Social Evils Prevention and Building a Movement for the Whole People to Protect National Security (Inspection Team of the Provincial Steering Committee 138) led by Comrade Sam Minh Ho - Deputy Director of the Provincial Police, Head of the Inspection Team had a working session with the Cao Bang Department of Health.

Working with the inspection team on the side of the Department of Health were comrade Nong Tuan Phong - Director of the Department of Health; comrade Nong Van Thanh - Deputy Director of the Department of Health; representatives of leaders and relevant experts of departments under the Department of Health; representatives of leaders and relevant officials of the Center for Disease Control, Cao Bang Medical Center; Head of the Medical Station, Head of the Medical Station for treating opioid addiction with Methadone replacement drugs of the Medical Stations of wards: Thuc Phan, Nung Tri Cao, Tan Giang.

According to the summary report on the results of crime prevention and social evils prevention in 2025 of the Department of Health: The Methadone treatment program was implemented in the province from March 2014 with the first treatment facility located at the Provincial HIV/AIDS Prevention and Control Center (now the Provincial Disease Control Center). The Department of Infectious Disease Prevention and Control under the Cao Bang Provincial Disease Control Center is the focal unit, advising the Department of Health on the implementation, inspection and supervision of the implementation of professional regulations for Methadone facilities. Up to now, the whole province has 17 treatment facilities and 05 Methadone distribution facilities in communes/wards in the province, with a total of 1,043 patients being treated.

After 11 years of implementing the treatment of opioid addiction with Methadone replacement drugs, Cao Bang province has achieved positive results such as: Reducing the risk of HIV infection among drug addicts; improving the health of patients; contributing to reducing the financial burden for individuals and families with drug addicts; reducing the impact of drug abuse and contributing to stabilizing security and order in the province. Methadone treatment facilities organize the management and treatment of Methadone according to the correct procedures and regulations.

The inspection team discussed, exchanged and inspected the following contents: Records of monitoring and treating opioid addiction with replacement drugs (of which at least 50% of records have been established and monitored for 3 years or more); Records of determining drug addiction status in 2024 and 2025; Organization of the health sector after implementing Decision No. 1333/QD-UBND on the establishment of Health Stations and Health Points under the Health Center under the Department of Health of Cao Bang province due to the arrangement of commune-level administrative units according to the Resolution of the National Assembly Standing Committee; Activities of organizing training on determining addiction status and Methadone treatment; Work of preventing social evils and protecting children; Activities of drug addiction treatment for drug addicts; Work of preventing prostitution and human trafficking; Work of managing prices and collecting fees for medical equipment in the province; Evaluate the advantages and disadvantages of drug and prostitution prevention work (program to distribute clean needles and free condoms) and propose appropriate adjustments. During the inspection, the specialized departments and units under the Department of Health also discussed some difficulties and problems in the work of preventing crimes and social evils: The involvement of some local authorities has not been really drastic, considering the treatment of drug addicts as the sole responsibility of the health sector; the addiction to synthetic drugs and some other narcotics in the province is difficult to control; After implementing the two-level local government, some commune health stations do not have enough human resources to meet the requirements of determining drug addiction status...

The Department of Health requested the inspection team of the Provincial Steering Committee 138 to continue to coordinate with the Department of Health in the coming time to organize specialized training courses on crime prevention and control, especially high-tech crimes and child abuse, to better implement the work of crime prevention and control, social evils and build a movement for the whole people to protect national security in the province.

Concluding the working session, Comrade Sam Minh Ho - Deputy Director of Cao Bang Provincial Police, Head of the Inspection Team highly appreciated the direction and active participation of the Department of Health. In order to effectively implement the work of preventing and combating crimes, social evils and building a movement for the entire people to protect national security in the coming time, the inspection team requested the Department of Health, based on the existing and limited issues, to propose necessary solutions and promptly overcome them. The Health sector needs to continue to proactively advise the Provincial Party Committee and the Provincial People's Committee on issues within the authority, functions and tasks of the sector, contributing to enhancing the effectiveness of drug prevention, combat and control in the new situation. Aiming to build Cao Bang province into one of the localities with "drug-free communes and wards before 2030" according to the orientation of the Party and the State. Continue to coordinate with the Public Security sector and other units in the province to effectively implement the assigned contents and tasks.
