"Soon bring the National Legal Portal to serve people and businesses"

According to the Deputy Minister of Justice, through the National Law Portal, all reflections and recommendations on inadequacies stated in legal documents will be responded to completely in the digital environment, promptly and transparently.

On May 31, Prime Minister Pham Minh Chinh and leaders of many central ministries and branches pressed the button to launch the National Law Portal right before chairing a discussion with businesses and business associations on the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development.

Vietnam News Agency reporter interviewed Deputy Minister of Justice Nguyen Thanh Tinh, the agency assigned by the Government to operate the National Legal Portal, about this event.

- Dear Deputy Minister, it is known that the Ministry of Justice is assigned to operate the National Legal Portal. Could you tell us about the features and functions of this Portal?

Deputy Minister Nguyen Thanh Tinh: On May 18, 2025, at the National Online Conference to disseminate Resolution No. 66-NQ/TW dated April 30, 2025 and Resolution 68-NQ/TW dated May 4, 2025 of the Politburo, the Prime Minister assigned the Ministry of Justice to build the National Legal Portal with the goal of being an official address with high reliability, serving people and businesses in accessing policies and laws.

The National Law Portal (access address: phapluat.gov.vn) will be a comprehensive information channel on legal policies, introducing new legal documents, an online "legal handbook"; receiving and processing feedback and recommendations from people and businesses on legal documents; applying artificial intelligence (AI) to support and answer legal issues; soliciting opinions from people and businesses on draft legal documents; providing legal support for businesses; legal aid... Integrating core functions on the same platform will create a comprehensive, friendly and effective legal ecosystem, increasingly meeting the needs of people and businesses in the digital age.

In particular, through the National Law Portal, all reflections and recommendations from people, businesses, and local authorities on difficulties and inadequacies stated in legal documents will be answered entirely in the digital environment, ensuring speed, timeliness, transparency, and clarity.

This processing system has been approved by the Prime Minister in Decision No. 244/QD-TTg dated February 5, 2025 approving the Project "Application of digital technology in receiving and processing feedback and recommendations on legal documents" and is connected to the VNeID application. The Ministry of Justice has tested the system, provided accounts and trained ministries, branches and localities to be ready for operation.

Despite the urgent time and high requirements, with efforts, attempts and the spirit of serving the people and businesses, the Ministry of Justice, together with partners, technology companies and law firms, completed the construction of the National Legal Portal to officially launch today.

- Currently, the system of legal documents is constantly being amended and supplemented, causing people and businesses to face many difficulties in accessing new legal regulations if they do not pay close attention. Deputy Minister, can the National Law Portal help people and businesses solve this difficulty?

Deputy Minister Nguyen Thanh Tinh: The newly built National Legal Portal integrates with the existing national legal information portals and databases of the Ministry of Justice and databases and legal services of law firms, designed with basic, practical and friendly features, such as: Systematizing legal documents and looking up new legal documents; collecting opinions on draft legal documents; receiving and processing feedback and recommendations from people, businesses and local authorities on legal documents, applying artificial intelligence (AI Law) to support and answer legal issues; providing legal support for businesses, connecting in-depth consultation with law firms, lawyers, providing legal aid for the poor, vulnerable groups, and policy beneficiaries...

After going into operation, the Ministry of Justice will continue to coordinate with relevant ministries and agencies to complete the features, create more information fields of the National Law Portal; review, supplement, and update information regularly, enrich data, ensure the application operates smoothly, safely, has a smart and friendly interface, "correct, sufficient, clean, and live" data, and provides fast and accurate information.

- People and businesses are quite interested in the information that the National Law Portal applies artificial intelligence (AI) to answer questions and provide legal support to people. I wonder how intelligent and reliable AI is in answering and providing solutions, Deputy Minister?

Deputy Minister Nguyen Thanh Tinh: As we all know, applying AI in the legal field is a truly useful solution in looking up and learning legal information according to the needs of each individual and organization. The legal AI introduced on the National Law Portal is an initial test version developed by a partner enterprise. Regarding the intelligence and reliability of AI, it will be objectively evaluated by users and experience. Implementing the direction of the Prime Minister, the Ministry of Justice will soon build a feature to evaluate the effectiveness of users' use of the Portal to promptly absorb and complete the Portal's utilities and services.

In the coming time, implementing Resolution No. 66-NQ/TW on innovation in law making and enforcement to meet the requirements of national development in the new era, the Ministry of Justice will coordinate with the Ministry of Science and Technology and technology enterprises to build Big Data on law and build specialized AI applications in each legal field, taking into account the characteristics of each group of subjects in society to best serve the needs of people and businesses.

This is also an important activity of the Ministry of Justice to effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
