In the disaster-affected area, the Ma River, which is usually gentle, now has a raging flood, as if it wants to submerge everything. From 11pm on July 31 to 11am on August 1, moderate to very heavy rain fell in some communes in Son La and Dien Bien provinces, forcing the Muong Luan 1+2 and Song Ma 3 hydropower plants to release floodwaters, causing the water level on the Ma River to rise. The water level on the Ma River (Xa La Station) at the foot of the flood at 3pm on July 31 reached 27,931 cm; the flood peak reached 28,495 cm at 4pm on August 1, 33 cm lower than the historic flood in 1975. In particular, heavy rain caused streams to rise from 8am on August 1, causing flash floods, inundation, and landslides in the communes of Muong Lan, Pung Banh, Song Ma, Chieng So, Bo Sinh, Muong Lam, Sop Cop, Chieng Khoong, Muong Hung, Chieng Khuong, and Huoi Mot.
According to initial statistics, the flood affected 854 houses, of which 64 households had to be urgently relocated; 5 houses were swept away by flood, 772 houses were flooded, 12 houses suffered damage of less than 30%. Many people's properties were swept away by flood, severely flooded leading to damage, especially in the center of Song Ma commune. The flood also swept away 1 rigid bridge; 3 suspension bridges; severely damaged 1 rigid bridge; many sections on national highways, provincial roads, inter-commune and village roads were blocked and damaged. The electricity, communication and traffic systems were interrupted; many areas of rice and crops were eroded, flooded, buried and are being checked and counted..., estimated damage is about 365 billion VND.

Faced with the complicated developments of natural disasters, on August 1, the People's Committee of Son La province announced a natural disaster emergency to respond to heavy rains, flash floods, landslides and land subsidence, especially in communes along the Ma River. Immediately after the natural disaster, military, police and other forces of the province approached the scene. The province established a forward command post in Song Ma commune, headed by Mr. Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee, to directly command and direct forces to coordinate and support in overcoming the consequences.
In Anh Trung village, Muong Hung commune, widespread flooding occurred, isolating 8 people. The Provincial People's Committee requested the Ministry of National Defense to mobilize helicopters to support rescue work, successfully rescuing people trapped in Anh Trung village, Muong Hung commune. At the same time, the Fire Prevention and Rescue Police Department, Provincial Police mobilized vehicles, more than 30 officers and soldiers to the scene, using more than 200 meters of rope and life jackets, rescuing 6 people trapped in floodwaters in Quyet Thang village, Chieng Khuong commune, ensuring safety for people and vehicles; at the same time, moving assets of 25 households in the flooded area to safety.
Directly directing the rescue work, helping people overcome natural disasters, Colonel Nguyen Khac Ngoc, Head of the Fire Prevention and Rescue Police Department, Provincial Police, said: The Department has mobilized more than 100 officers and soldiers to support people in communes along the Ma River to overcome the consequences of floods. With high determination, officers and soldiers put all their efforts into helping people stabilize their lives soon.
On the night of August 1, comrade Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee, chaired an urgent meeting to assign specific tasks to each force to mobilize maximum forces to participate in rescue. The priority plan is to focus on rescue in communes along the Ma River. In particular, in flooded communes, units will clean up, collect garbage and mud left after the flood recedes; handle the environment, including ensuring a source of water for people's daily life.
After the flood receded, the central roads of Song Ma commune were littered with mud and dirt. Hundreds of officers, soldiers, police, army, youth union members and people actively helped more than 400 households in the central area of the commune and over 350 business households at Song Ma market to clean up, collect mud and dirt, clear sewers, clean the roadbed; and clear rocks and soil at landslide sites. In addition, machinery, trucks, and fire trucks were mobilized to level, transport mud and dirt, and wash the road surface.
Soldier Ha Anh Tuan, Regiment 754, Provincial Military Command, shared: Immediately after receiving the order, the soldiers in the unit urgently mobilized to march to the flooded area. Seeing the houses and crops of the people destroyed by the flood and the difficult life, urged the soldiers to be determined to help the people stabilize their lives soon.
Shocked by the historic flood, Ms. Pham Thuy Vinh, Group 4, Song Ma Commune, recounted: Although we were mentally prepared to pack up and prop up our belongings to protect our family's property, the floodwaters came too quickly and rose too high, so we could not move our goods, belongings, and equipment in time and were submerged in mud and water, causing very heavy damage. Today, with the help and support of the authorities to clean up the house and stabilize our eating and sleeping places, our family is very grateful.
Directly inspecting and grasping the situation of overcoming the consequences of floods in the communes, comrade Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, requested localities to urgently review and count the damage of the people, and develop timely support plans to help people stabilize their lives. The forces continue to support people in overcoming the consequences of floods; organize forces on duty 24/7; promptly handle sudden and unexpected situations; focus on ensuring environmental sanitation and disease prevention for people in flooded areas...
With the drastic participation of forces, sectors and localities, up to now, the traffic routes and houses for affected people have been basically cleared; the power lines have been basically repaired, and a few small points will be urgently repaired to soon provide domestic water to the people. Son La province has directed the maximum mobilization of machinery and equipment to handle all traffic congestion on traffic routes. In particular, National Highway 4G along the Ma River has been reopened, while the remaining congested inter-commune and inter-village routes are being managed and maintained by mobilizing forces and means to clear the routes as soon as possible. For isolated villages, the province has mobilized forces to bring necessities, instant noodles, rice and clean water to the people. In addition, the province has made plans to prepare for heavy rains from August 4 to 7; focusing on mobilizing "4 on-site" forces, on duty 24/7, ready to respond to and overcome natural disasters that may occur in the area.
The damage caused by floods is huge. To overcome the consequences, in the short term, it is necessary to focus on solutions to care for and stabilize the lives and production of people in flooded areas. In the long term, it is necessary to have the support of the community and investment resources in infrastructure, residential land, and production land for the people.
