Implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2023 period, Sop Cop district has mobilized the participation of the entire political system, along with the efforts of the people, contributing to improving the effectiveness of sustainable poverty reduction in the area.
Ms. Tong Thi Kien, Vice Chairman of the District People's Committee, informed: The district has promoted propaganda and dissemination of legal policies and directive documents on hunger eradication and poverty reduction; propaganda work has always been of interest to Party committees, authorities, the Fatherland Front and mass organizations and has been effective. Thanks to that, the awareness of Party committees, authorities and people has been significantly raised, creating consensus, solidarity, enhancing the will to be self-reliant, self-reliant, and motivating all classes of people to join hands in hunger eradication and poverty reduction.
In the period of 2021-2023, Sop Cop district has invested over 170 billion VND to implement the program; of which, the central budget is over 166 billion VND, the local budget is over 4.5 billion VND to support production development, diversify livelihoods, replicate poverty reduction models; newly deployed production development projects; replicate poverty reduction models; invest in implementing essential works in communes, serving people's lives, production, trade, circulation of goods and access to basic social services. Develop vocationaleducation in poor and disadvantaged areas; develop employment education, sustainable employment. Support investment in domestic water works, cultural houses, schools, roads, irrigation...
Up to now, Sop Cop has 8/8 communes meeting the standards for universal lower secondary education and universal primary education at the right age. The number of people participating in health insurance has reached 51,772 people (99.81%). The district has directed the implementation of the legal aid policy for the poor to the grassroots level, focusing on communes and villages with special difficulties, remote areas, and border areas. From 2021 to now, more than 16,000 people have been propagandized and educated about the law. In the period of 2021 - 2023, 11,732 poor households and social protection households have been supported with over 7 billion VND in electricity bills.
Implementing preferential credit policies, up to now, the total outstanding balance of credit programs at the Bank for Social Policies has reached nearly 354 billion VND; credit programs have supported loans for poor households, near-poor households, households that have just escaped poverty, loans for students in difficult circumstances, and loans for clean water, environmental sanitation, job creation, poor households with housing, ethnic minorities in especially difficult areas, poor ethnic minority households...
Through vocational training and employment policies, the district has invested nearly 24 billion VND to create jobs for 455 workers; coordinated to create jobs for 5,184 people; coordinated to organize propaganda to recruit vocational training and job orientation for more than 1,400 workers and students; 2,579 workers have gone to work outside the province; organized vocational training for 928 people with a budget of over 3.3 billion VND.
Along with that, social protection policies have been implemented synchronously from the district to the grassroots level. From 2021 to now, visits and gifts have been organized for 11,245 poor and near-poor households, with a total amount of over 5.2 billion VND; monthly social allowances have been paid to 2,611 people, with a budget of over 33 billion VND; nearly 80 tons of rice have been supported to relieve hunger for 700 households, 3,246 people...
Implementing the policy of supporting poor households in housing, in the past 3 years, the district has completed the elimination of over 410 temporary houses, with a total support budget of nearly 29 billion VND. According to the plan, Sop Cop district will reduce the poverty rate by 4-5% each year, and by 2025 it will be below 20%. Through the implementation of the program, up to now, the poverty rate according to multidimensional poverty criteria in 2023 is 30%; achieving a poverty reduction rate of 4-5%/year; reducing the poverty rate of ethnic minority households by over 4%.
As the most disadvantaged commune in Sop Cop district, thanks to the implementation of national target programs, along with the efforts and solidarity of the people, Muong Leo has had positive changes, the people's lives are increasingly improved. Mr. Lo Van Chu, Chairman of the Commune People's Committee, said: In 2023 alone, the commune was supported with nearly 1 billion VND to support people in purchasing machinery, equipment, and production materials; maintaining and repairing rural traffic works serving production, business and people's lives... The implementation of the programs has met the aspirations, wishes and needs of ethnic minorities in the commune, to solve difficulties and problems in ethnic minority areas, along with policies to support essential infrastructure, helping people access basic social services, creating a solid driving force, changing the socio -economic face of ethnic minority areas.
Promoting the achieved results, Sop Cop district continues to strengthen the coordination between all levels and sectors in implementing poverty reduction work. Effectively and promptly use capital sources to implement poverty reduction projects; mobilize social resources for poverty reduction work to promote the strength of the entire population to support the poor to escape poverty sustainably...
