
The Public Administration Service Department of Dai Lich Commune, Van Chan District applies information technology to handle administrative procedures.
Identifying administrative procedure reform as one of the important tasks, a breakthrough in the socio -economic development strategy, the province promotes the improvement of the quality of management and operation of state agencies in administrative procedure reform, contributing to the construction of e-Government, digital Government, continuing to maintain and improve administrative reform (PAR) indexes and competitiveness indexes. At the same time, the province maintains the implementation of scoring, evaluating, determining and ranking the PAR indexes of communes and wards in the area.
According to the report of the Provincial People's Committee, in the first quarter of 2025, administrative reform work in the area continued to receive attention and was effectively organized and implemented. The Provincial Party Committee and the Provincial People's Committee regularly led and directed all levels and sectors to closely follow Resolution No. 76 dated July 15, 2021 of the Government , the State Administrative Reform Master Plan for the period 2021 - 2025, with a vision to 2030 in the province; at the same time, issued programs, plans, directives and management documents to organize implementation.
Departments, branches, and localities in the province have focused on implementing institutional reform, digital transformation, cutting down on internal procedures for handling administrative procedures, reducing administrative time and costs, improving the quality of online public service provision, increasing the satisfaction of people and businesses, taking people and businesses as the center of service; reviewing and proposing plans to restructure the organizational structure of agencies and units according to the orientation of the Central Steering Committee and the Provincial Party Committee to ensure streamlining, efficiency and effectiveness; reviewing and issuing documents to submit to competent authorities to issue documents to implement the Central's regulations on handling legal contents related to the apparatus organization to ensure the normal operation of agencies and units after restructuring the apparatus.
In particular, the Provincial Steering Committee for Administrative Reform and the standing agency for administrative reform have issued 17 documents directing and operating; the departments and branches assigned to advise on 6 areas of administrative reform have issued 42 documents. On that basis, the departments, branches, and localities in the province, especially the heads, have strengthened the direction and operation, organizing and implementing administrative reform tasks in localities and units. The province has directed the reception and handling of administrative procedures to be implemented in accordance with the process, ensuring publicity and transparency, the rate of files returned on time and before the deadline has reached nearly 100%. The quality and progress of handling administrative procedures are quick and timely, meeting the requirements and aspirations of the people.
Localities in the province have implemented initiatives with new models, bringing 2 administrative procedures in the business sector to communes, wards and towns; implementing instructions for online application submission to reduce travel time as well as fees for handling administrative procedures of people and businesses.
Vice Chairman of Van Yen District People's Committee - Le Thanh Hung said: "In order to improve the quality of administrative reform work, last year, the district maintained the good implementation of the model of "Friendly Government serving the people", aiming at people's satisfaction, ensuring publicity, democracy, towards building an e-government serving the people".
The achievements in administrative reform in recent times are the basis for Yen Bai to focus on perfecting the e-government platform, ensuring a solid foundation when transforming to digital government.
Up to now, Yen Bai province has implemented 1,133 provincial-level administrative procedures, 399 district-level administrative procedures, and 163 commune-level administrative procedures at the Provincial Public Administration Service Center, district-level and commune-level public administration service departments. From December 15, 2024 to March 14, 2025, the whole province has received 61,404 records into the system (of which: 53,851 newly received records, 7,553 records transferred from the previous period); 54,233 records have been resolved (of which, 54,055 records were resolved on time and before the deadline, and 178 records were overdue).
