
The Public Administrative Service Department of Dai Lich commune, Van Chan district, applies information technology to handle administrative procedures.
Recognizing administrative procedure reform as one of the important tasks and a breakthrough in the socio -economic development strategy, the province is promoting the improvement of the quality of management and operation of state agencies in administrative procedure reform, contributing to the building of e-government and digital government, and continuing to maintain and improve administrative reform indicators and competitiveness indicators. At the same time, the province continues to implement the scoring, evaluation, and ranking of administrative reform indicators for communes and wards in the area.
According to the report of the Provincial People's Committee, in the first quarter of 2025, administrative reform in the province continued to receive attention and was effectively implemented. The Provincial Party Committee and the Provincial People's Committee regularly led and directed all levels and sectors to closely follow Resolution No. 76 dated July 15, 2021 of the Government , the overall plan for state administrative reform for the period 2021-2025, with orientation to 2030 in the province; at the same time, they issued programs, plans, and guiding documents to organize and implement the reform.
Departments, agencies, and localities in the province have focused on implementing institutional reforms, digital transformation, streamlining internal procedures for handling administrative procedures, reducing administrative time and costs, improving the quality of online public services, increasing the satisfaction level of citizens and businesses, and putting citizens and businesses at the center of service; reviewing and proposing plans for restructuring the organizational structure of agencies and units according to the direction of the Central Steering Committee and the Provincial Party Committee to ensure efficiency and effectiveness; reviewing and issuing documents to competent authorities to implement central regulations on handling legal issues related to organizational structure to ensure the normal operation of agencies and units after restructuring.
In particular, the Provincial Steering Committee for State Administrative Reform and the Standing Agency for Administrative Reform issued 17 guiding and operational documents; the departments and agencies assigned to advise on 6 areas of administrative reform issued 42 documents. Based on this, the departments, agencies, and localities in the province, especially their leaders, strengthened their leadership and management, and organized the implementation of administrative reform tasks in their respective localities and units. The province directed the handling and processing of administrative procedures to be carried out according to the correct procedures, ensuring transparency and openness, with the rate of timely and early processing of applications reaching nearly 100%. The quality and progress of handling administrative procedures were quick, efficient, and timely, meeting the needs and aspirations of the people.
Localities in the province have implemented an initiative with a new model, bringing two administrative procedures in the business sector to communes, wards, and towns; and providing guidance on online application submission to reduce travel time and fees for processing administrative procedures for citizens and businesses.
According to Le Thanh Hung, Vice Chairman of the People's Committee of Van Yen District: "In order to improve the quality of administrative reform, last year the district maintained the successful implementation of the 'Friendly Government for the People's Service' model, aiming for people's satisfaction, ensuring transparency and democracy, and moving towards building an e-government for the people's service."
The achievements made in administrative reform in recent times serve as a basis for Yen Bai to focus on perfecting the e-government platform, ensuring a solid foundation when transitioning to digital government.
To date, Yen Bai province has implemented 1,133 provincial-level administrative procedures, 399 district-level administrative procedures, and 163 commune-level administrative procedures at the Provincial Public Administrative Service Center and district and commune-level public administrative service departments. From December 15, 2024 to March 14, 2025 alone, the province received 61,404 applications into the system (including 53,851 new applications and 7,553 applications carried over from the previous period); 54,233 applications have been processed (of which 54,055 were processed on time or ahead of schedule, and 178 were overdue).
