NDO - On the occasion of National Assembly Chairman Tran Thanh Man leading a high-ranking delegation of the Vietnamese National Assembly to officially visit the Lao People's Democratic Republic and attend the 45th General Assembly of the Inter-Parliamentary Assembly of Southeast Asian Nations (AIPA-45) from October 17-19, 2024, Ms. Sunthon Saynhachac, Secretary of the Central Committee of the Lao People's Revolutionary Party, Vice President of the Lao National Assembly, gave an interview to the Vietnamese press stationed in Laos about the visit.

Reporter: Dear comrade, how important and meaningful is the first official visit to Laos in the capacity of Chairman of the National Assembly of Comrade Tran Thanh Man and his participation in AIPA-45 for the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos? Vice Chairman of the Lao National Assembly Sunthon Saynhachac: Recently, Laos successfully hosted the 44th and 45th ASEAN Summits and in the coming days, the Lao National Assembly will continue to host the 45th General Assembly of the Inter-Parliamentary Assembly of Southeast Asian Nations (AIPA-45). We highly appreciate Comrade Tran Thanh Man's choice of Laos as the first country to visit in his capacity as Chairman of the Vietnamese National Assembly, which vividly demonstrates the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Laos and Vietnam, Vietnam and Laos. The fact that National Assembly Chairman Tran Thanh Man led a high-ranking delegation of the Vietnamese National Assembly to visit Laos and attend AIPA-45 this time has shown the strong support and encouragement for the Lao people in general and between the Vietnamese National Assembly and the Lao National Assembly in particular, contributing significantly to the success of the event. At the same time, this is also a good opportunity for senior leaders of Laos and Vietnam to review the rare solidarity between our two countries, founded by the great President Ho Chi Minh, President Kaysone Phomvihane, and beloved President Souphanouvong, and protected and developed by the leaders, revolutionaries and people of the two countries with their blood and bones. It has now become a valuable common heritage, a steadfast rule and development of the two peoples, and one of the factors for the victory of our two countries' revolutions. Entering a new era, facing complicated developments in the international and regional situations, the situation of the two countries also has many difficulties, but the special relationship between the two countries continues to be strengthened, achieving better results and increasingly bringing practical benefits to the people of the two countries. Reporter: How do you evaluate the cooperation between the two National Assemblies of Vietnam and Laos in recent times? In the coming time, what should the two National Assemblies of Vietnam and Laos do to preserve and develop the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos to become increasingly deeper, more effective and bring the most benefits to the two countries, as well as the people of the two countries? Vice President of the Lao National Assembly Sunthon Saynhachac: The process of building and developing the rare relationship between the two peoples has had very positive contributions from the two legislative bodies of the two countries. We are very pleased to see that over the past time, the National Assemblies of the two countries have stood side by side, strengthening comprehensive cooperation, which is reflected in the fact that the two sides continue to promote the exchange of high-ranking delegations of the two countries' National Assemblies, committees, experts, and coordination in training Vietnamese and Lao languages. In particular, the Lao people in general and the Lao National Assembly in particular have received a valuable gift from the Party, Government and people of Vietnam, which is the new National Assembly Building that Laos received in 2021, which is a symbol of the special relationship between Laos and Vietnam. In addition, the National Assemblies of the two countries are also actively implementing the Memorandum of Understanding on Cooperation signed by the leaders of the two National Assemblies. In particular, on the occasion of the 50th anniversary of the Lao National Assembly and the 70th anniversary of the Vietnamese National Assembly, the two National Assemblies have jointly compiled a book on 50 comprehensive cooperation and development relations between the Lao National Assembly and the Vietnamese National Assembly. We are pleased and grateful to Vietnam for always coordinating and supporting Laos in the regional and international arena, especially in 2024 when the Vietnamese National Assembly greatly supported the Lao National Assembly in hosting AIPA-45, especially in terms of content and organization.

Reporter: The two National Assemblies have recently held many seminars to share operational experiences. How have these seminars played a role in promoting cooperation between the two governments, especially in supervising key projects of the two countries? Vice President of the Lao National Assembly Sunthon Saynhachac: Vietnam is one of the leading countries in investing in Laos, with hundreds of projects worth more than 5 billion USD, ranking 3rd among countries and territories investing in Laos. In recent times, trade relations between the two countries have made much progress, but not commensurate with political cooperation. Therefore, the two countries' senior leaders discussed bringing this relationship to a new level, especially accelerating cooperation connecting the two economies, along with connecting infrastructure, building highways, Laos-Vietnam railways, agricultural cooperation... will help Laos have better development. Only the National Assembly has the duty to supervise. Recently, the National Assemblies of the two countries have also established a Committee to monitor and urge the implementation of investment projects, to learn about the current situation and difficulties in Vietnam's investment in Laos, in order to promote enterprises to organize implementation according to the agreement of the two governments. We are pleased that in the past, the National Assembly committees of the two sides have jointly organized workshops on many topics related to the implementation of the role of the legislative body, the most prominent in 2024 was the exchange of experiences in supplementing and amending the Constitutions of Laos and Vietnam, chaired by Vice Chairman of the National Assembly of Vietnam Nguyen Khac Dinh. In addition, there was a discussion between female National Assembly deputies of the two countries on enhancing the role of women in the National Assembly and other topics. Reporter: How do you evaluate Vietnam's contributions to ASEAN Inter-Parliamentary Cooperation? What is the significance of Vietnam sending the highest-level delegation to AIPA-45 for the success of AIPA-45 in general and the country that chairs AIPA-45 in particular? Vice President of the Lao National Assembly Sunthon Saynhachac: We appreciate the positive contributions to regional and international forums in general, especially the positive contributions of the Vietnamese National Assembly in the AIPA mechanism through providing constructive opinions and views on issues that countries in the region are currently facing. We are very pleased that in 2024, Laos will host the 44th and 45th ASEAN Summits and the Lao National Assembly will chair AIPA-45. The Vietnamese National Assembly has stood side by side with us, providing material support for these important events, and Vietnam has also sent experts and technicians to support Laos. In particular, the high-ranking delegation of the Vietnamese National Assembly led by Chairman of the Vietnamese National Assembly Tran Thanh Man attending AIPA-45 brings strong momentum to the host country Laos and will make an important contribution to the success of the event.
