(TN&MT) - From now until 2025, the Ministry of Natural Resources and Environment will amend the Land Law, the Water Resources Law, the Geology and Minerals Law, including the contents of implementing Vietnam's commitments at the COP26 Conference.
This is one of the priority tasks in Decision No. 739/QD-BTNMT issued by the Ministry of Natural Resources and Environment on March 27, on the Plan to implement the Project on tasks and solutions to implement the results of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (Project).
The plan sets out five specific groups of tasks, including: Building and perfecting mechanisms and policies; implementing solutions to reduce greenhouse gas emissions; implementing solutions to adapt to climate change; scientific research, capacity building, communication; monitoring and evaluation.

Regarding the development and improvement of mechanisms and policies, along with the amendment of legal documents, the Ministry of Natural Resources and Environment will review and improve mechanisms, policies and laws to implement international commitments and treaties on climate change response. Provide guidance on integrating climate change response into strategies and planning; review and update strategies, planning and development plans in line with Vietnam's commitment goals at the COP26 Conference...
Regarding the implementation of solutions to reduce GHG emissions, units under the Ministry will assess the potential and reserves of minerals for the production of energy batteries, energy storage, and applications in the assembly of environmentally friendly equipment and vehicles. Investigate, survey, and evaluate the overall potential of offshore radiation, wind, and wave energy in Vietnam's sea areas to serve the development of renewable energy. Test coal gasification technology, recover, and bury carbon in underground coal seams in the Red River basin. Research and pilot solutions to recover and store carbon from large emission sources for a number of potential fields and regions. Research and apply measures to bury solid waste with gas recovery for power generation and semi-aerobic burying, biomass power generation, etc.
Regarding the implementation of climate change adaptation solutions, the Ministry of Natural Resources and Environment will review and update the National Climate Change Adaptation Plan for the period 2021 - 2030, with a vision to 2050. Develop and deploy tasks to implement the United Nations initiative on the "Decade of Ecosystem Restoration". Deploy nature-based (NbS), ecosystem-based (EbA) and community-based (CbA) adaptation solutions. Develop a decision support system (DSS) to monitor and improve the efficiency of reservoir and inter-reservoir operations; monitor, regulate and distribute water resources, etc.
Regarding scientific research, capacity building and communication, the Ministry of Natural Resources and Environment will synthesize, identify and organize the implementation of scientific and technological research tasks to achieve the goal of achieving net emissions of “0” by 2050. Review, develop and update training programs and textbooks on climate change response for students and trainees of universities and training institutions in the natural resources and environment sector. Review, develop programs, documents and organize training to improve knowledge on climate change response for officials and civil servants. Develop and implement tasks to raise awareness of climate change response for central and local agencies, businesses and people.
Regarding monitoring and evaluation, the Ministry of Natural Resources and Environment will organize inspections and supervision of GHG emission reduction activities of GHG emission facilities that must conduct GHG inventories under the management of the Ministry of Natural Resources and Environment according to regulations. Organize reviews, updates, and adjustments to the list of GHG emission facilities that must conduct GHG inventories according to regulations in Decree No. 06/2022/ND-CP dated January 7, 2022 of the Government regulating GHG emission reduction and ozone layer protection. Mobilize participation and promote the role of the community in emission monitoring and GHG emission reduction.
The Plan also provides a list of specific tasks and assigns responsibilities to units under the Ministry, issued with the Decision.
Some tasks to be completed in 2023:
- Develop a Project to implement the Political Declaration on establishing the Just Energy Transition Partnership (JETP) with the G7 group and development partners.
- Develop a Circular guiding the integration of climate change response content into strategies and planning.
- Assessing the impact of the Carbon Border Adjustment Mechanism (CBAM) of the European Union and the United States on Vietnam.
- Review and update the National Plan for Climate Change Adaptation for the 2021-2030 period, with a vision to 2050 (updated).
