Amending the regulations on national science and technology research competitions for high school students

The Ministry of Education and Training announced the draft Circular amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition for Secondary and High School Students issued together with Circular No. 06/2024/TT-BGD&DT dated April 10, 2024 of the Minister of Education and Training.

Improving scientific integrity in research

Implementing Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units; Resolution No. 74/NQ-CP of the Government on the plan to implement the arrangement of administrative units and build a 2-level local government organization model - supplementing and amending the Competition Regulations issued in Circular 06 to meet changes and requirements of practice.

Accordingly, the regulations on organizing department-level competitions are amended to ensure that participating units select national-level competition projects through the competition organization form applying the promulgated Regulations. This helps the competition projects not to be surprised when participating in the National Competition if selected.

The draft Circular amending and supplementing Circular 06 also emphasizes the need to improve integrity in scientific research by clearly defining specific subjects. The projects selected to participate in the national competition will also be publicly announced and monitored by the whole society, ensuring honesty in research.

The Draft Circular also amends and supplements a number of other contents to improve the organization of the Competition, aiming at public, transparent and fair organization. Thereby, promoting scientific and technical research activities to become regular activities in general schools, promoting teaching and learning in the direction of science and technology development (STEM), meeting the requirements of preparing human resources for national development in accordance with the orientation of the Party and the State.

Change the way to calculate the maximum number of projects

According to the draft Circular, the number of projects participating in the competition under the Department of Education and Training is based on the percentage of projects participating in the competition at the Department of Education and Training level compared to the total number of projects participating in the competition at the Department of Education and Training level of provinces and cities nationwide. This makes the nomination of projects for the competition more fair. Departments of Education and Training with good scale and competition movement will be nominated a proportionate number of projects to participate in the Science and Technology Research Competition for high school students, avoiding leveling and not really encouraging the movement.

According to the draft new Circular, small-scale competition units are allowed to register a maximum of 3 national-level competition projects. Larger provincial-level units with a ratio greater than 1% and less than or equal to 5% are allowed to register a maximum of 6 projects. Units with a ratio of competition projects greater than 5% and less than or equal to 10% are allowed to register a maximum of 9 projects. Units with a ratio of competition projects greater than 10% are allowed to register a maximum of 12 projects. This regulation is consistent with the context of merging and streamlining administrative boundaries; at the same time, maintaining encouragement, motivation and promoting the movement of scientific and technical research.

For the participating units being high schools under the Ministry and ministerial-level agencies, universities, colleges, institutes and academies, each unit can register a maximum of 3 competition projects, an increase of 1 project compared to the regulations in Circular 06.

Priority and encouragement to units with projects that win international awards

According to the draft Circular, the contestant unit is allowed to nominate one more project for each project that won fourth prize or higher at the international contest in the previous year.

To ensure stability, the draft stipulates transitional conditions for the 2025-2026 school year Competition. Accordingly, the maximum number of competition projects of the Departments of Education and Training after the merger of provinces and cities is the total number of competition projects of the competition units before the merger.
