Education policy effective from December 2025

The revised and supplemented regulations on the national excellent student selection exam are issued together with Circular No. 23/2025/TT-BGDDT. This Circular takes effect from December 9, 2025, replacing Circular No. 17/2023/TT-BGDDT dated October 10, 2023 of the Minister of Education and Training .

Circular No. 23/2025/TT-BGDDT has amendments and supplements to suit the functions and tasks of inspection and examination activities during the organization of the Exam, according to the provisions of Decree No. 109/2025/ND-CP dated May 20, 2025 of the Prime Minister on the functions, tasks, powers and organizational structure of the Government Inspectorate .

Regarding the number of candidates, the new Regulations stipulate: For the national excellent student selection exam, each participating unit is allowed to register a maximum of 10 candidates for each subject. In particular, the Hanoi participating unit is allowed to register a maximum of 20 candidates for each team. The participating units that arrange provincial-level administrative units shall do as follows:

Regarding exam room arrangement: Candidates taking the IT exam in the national exam for excellent students are arranged in separate exam rooms; computers are isolated, not connected to any devices or means inside or outside the exam room.

For the Foreign Language subject, the written exam, each Foreign Language subject is arranged with a separate exam room, with a CD player and speakers, and at least two spare CD players and speakers common to all Foreign Language exam rooms. The speaking exam, is conducted according to the exam organization instructions.

Regarding inspection, the Regulation clearly states: The Ministry of Education and Training decides to establish inspection teams for the preparation and organization of the exam for the participating units and the Exam Council; to inspect the exam marking and review work according to the provisions of law.

The Department of Education and Training arranges qualified cadres, civil servants and public employees to participate in inspection teams of the Ministry of Education and Training when requested or assigned tasks according to regulations.

Agencies, organizations and individuals participating in organizing exams are subject to inspection and examination by competent State management agencies according to decentralization and legal regulations.

The places to receive information and evidence of violations of the Examination Regulations are the Examination Steering Committee, Examination Council; Ministry of Education and Training, Department of Education and Training.
