According to Resolution No. 307/NQ-HDND, the province allocates capital plans according to norms for 54 communes, wards, and special zones to invest in construction, upgrading, and expanding traffic infrastructure, drainage, urban embellishment, and existing residential areas; and embellishment, investment, and upgrading of cultural institutions. Based on the actual situation, from the medium-term public investment capital for the period 2021-2025, the People's Council of Duong Hoa commune has developed a plan and allocated capital to implement the project of upgrading and renovating the spillway with the goal of preventing flooding in residential areas and ensuring irrigation for agricultural production for local people. The project belongs to group C, with an estimated investment of nearly 5.5 billion VND. The commune is completing investment preparation work, striving to start construction in December 2025; expected to be completed in the first quarter of 2026.
The spillway in Quang Moi village (Duong Hoa commune) is one of 9 projects and works allocated capital by the commune to implement according to Resolution No. 307/NQ-HDND. The spillway connects two areas from Quang Moi village to the commune center. The spillway is currently degraded, and during the rainy season, the water level rises, making it difficult for nearly 20 households in the village to travel. During meetings, voters have repeatedly made requests, hoping for an early resolution. Mr. Voong Sang Lau, Party Cell Secretary and Head of Quang Moi village, said: Every time there is a flood, the water level rises very high, the road is slippery, making it difficult for people in the area to travel, especially for primary and preschool students, which is very dangerous. Villagers who want to go to the commune center have to take a detour of more than 10km.
According to the capital plan assigned by the province to be adjusted and supplemented for 54 communes, wards, and special zones, Duong Hoa commune was allocated 30 billion VND. The 16th session of the Commune People's Council (special session, November 5, 2025) approved 9 projects and works with allocated capital for investment; focusing on construction, upgrading, and expansion of traffic infrastructure, drainage, urban and residential area renovation; renovation, investment, and upgrading of cultural institutions. Thereby meeting the aspirations of voters and people.
Mr. Dinh Khac Hung, Vice Chairman of the People's Council of Duong Hoa commune, said: Based on the capital allocated by the province to adjust and supplement the medium-term public investment plan for the period 2021-2025, the People's Council of the commune has directed the People's Committee of the commune to prepare the contents, submissions, and project items... The 16th session of the People's Council of the commune approved 9 projects and works to start construction in 2025. Up to this point, a number of works have been allocated capital and started construction, such as renovating the parking lot, sports area of the Cultural House of Quang Long 7 village; renovating the central football field of the commune..., expected to be completed in 2025. The remaining works assigned to the People's Committee of the commune to make estimates are in the process of appraisal.
To complete the target of disbursing 100% of public investment capital in the 2021-2025 period, the People's Committee of the commune focuses on directing and organizing the drastic, flexible and effective implementation of tasks and solutions. In particular, capital in 2025 will only be allocated to projects that have completed investment procedures and ensure disbursement conditions; allocate and assign detailed plans for state budget investment capital in 2025 immediately after the People's Council of the commune assigns the plan, ensuring the principles and priority order of capital allocation according to the provisions of the Law on Public Investment.
