Minister of Education and Training Nguyen Kim Son presented the Proposal on investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026 - 2035 period.

On the morning of November 25, continuing the 10th Session, the National Assembly worked in the hall to listen to the Report and Verification Report on the investment policy of the National Target Program on Modernizing and Improving the Quality of Education and Training for the 2026-2035 period.

Presenting the Government's Report, Minister of Education and Training Nguyen Kim Son said: Implementing the direction of the Government and the Prime Minister, the Ministry of Education and Training has coordinated with ministries, central and local agencies to develop a Report proposing the investment policy of the Program, which was approved by the Government and submitted to the National Assembly.

According to the content of the Proposal, the Program implementation period is 10 years, from 2026 to 2035, divided into 2 phases.

In the 2026 - 2030 period, focus on solving the limitations and challenges that have arisen in the past; implement and complete all or part of a number of key targets that need support from the state budget set out by 2030 in Resolution No. 71-NQTW and related regulations.

In the 2031-2035 period, continue to develop and implement tasks and goals set for 2035.

With a total capital of more than VND 580,000 billion mobilized from many sources, the Program aims at the general goal of standardizing and comprehensively modernizing the education and training system; creating a fundamental and strong shift in the quality of education and training; expanding learning opportunities for all people, ensuring fairness in access to education and the right to lifelong learning; increasingly better meeting the needs of human resources, especially high-quality human resources, for the country's rapid and sustainable development in the context of globalization, science - technology, innovation and digital transformation.

Examining the content of the Report, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the Committee on Culture and Society agreed with the necessity of investing in the Program, aiming to institutionalize the Party's policy on development and fundamental and comprehensive innovation of education and training, as well as meeting the common goal of two major issues.

However, going into specific goals, the Committee recommends that the drafting agency needs to carefully study and calculate the conditions to ensure feasibility when considering the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education facilities making English the second language in schools (including facilities and supply of teachers teaching subjects in English).

The review agency also gave notes related to: Objectives on facilities for preschool and general education; objectives on learners and teachers; expected resources to implement the Program...

Regarding the process of organizing the implementation of the Program, the appraisal agency noted the need to specify the task of perfecting institutions; include it in the annual law-making Program to ensure the roadmap and progress; and at the same time institutionalize mechanisms and policies to increase the mobilization of social resources.

Summary of important programs and projects

Last week, the Ministry of Education and Training reviewed and summarized a number of programs and projects.

Accordingly, on November 27, the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union held a conference to summarize the Coordination Program for the period 2020 - 2025, and sign the Coordination Program for the period 2025 - 2030. Minister Nguyen Kim Son and First Secretary of the Central Committee of the Youth Union Bui Quang Huy chaired the conference.

The coordination program between the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union for the period 2020 - 2025 has been directed throughout, identifying 6 key coordination contents, serving as the basis for implementation at all levels over the past 5 years.

100% of provincial/municipal Youth Unions and Departments of Education and Training have developed and signed coordination programs between the two sectors, demonstrating initiative and flexibility in direction and management.

In the 2020-2025 period, the two sectors have closely coordinated and unified from the central to the grassroots levels, creating a combined strength and promoting the strengths of each sector. Activities have better met the needs of young people and the country's political tasks, especially in the fields of digital transformation, start-ups, and volunteering.

Students are increasingly empowered to become designers and organizers of activities, promoting creativity and responsibility. Many new models and good practices are being replicated such as "Community Digital Transformation Team", traditional education through technology, "3 links" in volunteer activities.

Communication work is given attention and focus with the active participation of press and media agencies under the Ministry of Education and Training and the Ho Chi Minh Communist Youth Union. Typical programs, models and activities of students, teachers, young lecturers and youth organizations, associations and teams in schools are promptly reflected, creating a positive ripple effect throughout society.

The work of inspection, survey, and grasping the practical situation at localities and grassroots units has been focused on and implemented periodically and suddenly. Thereby, many difficulties and problems in the implementation process have been promptly discussed and coordinated by the two sectors, contributing to improving the quality of coordination work.

Emulation and reward work has many positive changes, is organized periodically, publicly, transparently, and ensures compliance with regulations.

On this occasion, the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union awarded 16 individuals.

Speaking at the conference, First Secretary of the Central Youth Union Bui Quang Huy commented: The cooperation program between the two sides through the stages shows the special attention of the education sector to the youth union work in general and youth union cadres in particular.

With the results in the past time, the First Secretary of the Central Youth Union hopes that the responsibility, affection, mutual support, attachment, closeness and steadfastness will continue in the coming time.

Minister Nguyen Kim Son commented that the cooperation between the two sides has had many remarkable results because they not only share a large number of subjects, but also share important responsibilities and tasks. Therefore, the signing was carried out comprehensively, closely, with many results, and in depth at all levels.

The signing of the new Coordination Program took place in a new context, when the Politburo had major orientations on the development of education, training, science and technology. In particular, the implementation of Resolution No. 57-NQ/TW and Resolution No. 71-NQ/TW has many contents that require the participation and close accompaniment of the Central Youth Union. The Minister suggested that the implementation process needs regular counting and close coordination to achieve the best results.

At the conference, the Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union awarded 16 individuals. Of these, 7 individuals received Certificates of Merit from the Minister of Education and Training and 9 individuals received Certificates of Merit from the Central Committee of the Youth Union.

Conference to review 5 years of implementing the Project "Enhancing Vietnam - Laos cooperation in education and human resource development for the period 2021-2030".

On the morning of November 28, at the Hanoi University of Civil Engineering, the Ministry of Education and Training coordinated with the Lao Ministry of Education and Sports to review 5 years of implementing the Project "Strengthening Vietnam-Laos cooperation in education and human resource development for the period 2021-2030" (Vietnam-Laos Project). The conference is an opportunity to comprehensively evaluate the results of the Project implementation, identify difficulties and agree on cooperation directions in the coming period.

On the morning of November 25, the Ministry of Education and Training summarized and thoroughly grasped the implementation of human rights education in preschools. The conference was held in person in Hanoi and connected online with 24 points at the Departments of Education and Training nationwide.

Also on November 25, the Ministry of Education and Training summarized the Overall Project for the Development of Physical Education and School Sports for the 2021-2025 period. The conference was held in the form of direct online coordination to 200 locations nationwide.

Draft pilot program on artificial intelligence education content and draft foreign language competency framework for Vietnam

Last week, the Ministry of Education and Training announced two drafts for public comment: Draft guidelines for pilot implementation of artificial intelligence education content in general education; Draft Circular promulgating the Foreign Language Competency Framework for Vietnam.

According to the draft guidelines for piloting the implementation of artificial intelligence education content in general education, the AI ​​education content framework for students is developed based on 4 main knowledge streams, corresponding to 4 competency domains, intertwined and complementary to each other, including: human-centered thinking, AI ethics, AI techniques and applications, AI system design.

Designing an AI education content framework according to the main knowledge streams, in addition to knowledge about AI, also helps students clearly understand the boundary between using technology and social responsibility, ensuring that AI serves human life safely and humanely.

The content framework is designed to correspond to two educational stages: Basic education stage (including primary and secondary school levels) and career orientation education stage (high school level). The content framework is designed consistently but clearly differentiated according to age psychology.

Primary level (Introduction): students recognize AI through visual applications (image and voice recognition), understand that AI is created by humans and initially form awareness of protecting personal data.

Secondary School (Basic Knowledge): Understand the operating principles (data, algorithms), practice using AI tools to solve learning problems and identify risks and biases of AI.

High School Level (Creation and Career Orientation): Students design simple AI systems, develop complex problem-solving thinking, and orient themselves toward careers in technology.

Regarding the roadmap, June - September 2025: research theoretical and practical foundations; develop a draft AI education content framework with the participation of experts and consultation with international experts and organizations.

October - November 2025: Establish an Evaluation Council; organize workshops to seek opinions from Departments of Education and Training, experts, scientists, educational institutions and relevant organizations and individuals.

November: Draft Official Dispatch guiding the pilot implementation of AI education content for high school students, widely soliciting opinions from Departments of Education and Training.

December 2025: develop documents, train core team to implement the pilot.

December 2025 - May 2026: pilot implementation at a number of selected educational institutions and regular evaluation.

June 2026: summarize and evaluate pilot results, complete the AI ​​Content Framework to propose widespread deployment in the following school years.

In parallel with student education, the Ministry also piloted the application of AI in management, supporting teachers in preparing lessons and innovating assessment methods.

According to the draft Circular promulgating the Foreign Language Competency Framework for Vietnam, Vietnam's foreign language competency framework is updated according to the criteria and content of the Common European Framework of Reference for Languages ​​(CEFR) in 2020, contributing to ensuring compatibility with language education standards that are widely used globally.

Competency descriptions for each skill are supplemented and specified, thereby providing an accurate and useful reference base for managers, program developers, document editors, teachers and learners in approaching advanced standards.

The draft also adds the Pre-A1 level, which helps cover the entire spectrum of foreign language proficiency, from the introductory stage to the level of proficiency, promptly meeting the needs and trends of foreign language teaching for young children (preschool, primary school) in Vietnam today.

At the same time, the new Competency Framework creates a favorable legal corridor for educational institutions to promote international cooperation and integration, ensuring consistency between domestic teaching activities and assessment standards of international testing organizations and publishers that are referencing the new Competency Framework, especially for English.
