The campaign to “enrich and clean up” the national land database in Tan Dan ward is entering the “sprint” phase, with a spirit of urgency, science, determination and high responsibility. The locality’s goal is to complete the entire workload before November 15.

Tan Dan speeds up campaign to get rich, clean up land data

Tan Dan Ward People's Committee held a conference to evaluate the results of collecting records of enrichment, cleaning up the land database and launching a peak campaign.

Synthesized from the Economic , Infrastructure and Urban Department, Tan Dan Ward People's Committee, by the end of October 2025, the entire ward had collected 1,359 land records (excluding records issued by Nghi Son Land Registration Office Branch and Thanh Hoa Land Registration Office after 2020). Of which, 858 records have been entered into data, reaching 63.13%; 1,004 records have been scanned and split into files, reaching 73.88%. Residential blocks with a large volume of records have basically completed the information collection and standardization process. Records that are mortgaged at banks or lack original documents are continuing to be reviewed and supplemented to ensure accuracy and consistency before being entered into the national database.

According to Le Van Minh, Head of the Economic, Infrastructure and Urban Affairs Department, Tan Dan Ward People's Committee, during the implementation of the campaign to "enrich and clean" land data, Tan Dan Ward encountered many difficulties in both technical and implementation coordination. The reasons come from common difficulties as well as specific characteristics of the locality. Most of the land records are old, many documents are torn, erased, or the information does not match the current usage status, causing difficulties in reconciliation and data entry. Land data exists in many different formats, from paper to electronic files, not standardized; some land use right certificates issued through many stages have errors in coordinates, area, and boundaries.

Along with that, coordination work also encountered difficulties when many households worked far away and were not present to provide and verify information. Some people were still hesitant and did not clearly understand the purpose and meaning of the campaign, so they were not proactive in coordinating to provide documents or worried about other administrative procedures arising. The connection between the Ward People's Committee and related agencies such as the environment, police, justice... was not really smooth... These factors affected the progress of reviewing, updating and synchronizing land data in the ward, requiring local authorities to be more proactive, flexible and creative in handling.

After completing the first phase of implementation, on October 31, Tan Dan Ward People's Committee held a conference to evaluate the results of collecting records to "enrich and clean" the land database; at the same time, launched a peak period to complete the campaign. According to Vice Chairman of Tan Dan Ward People's Committee, Dau Van Dong, this is not only a peak period in terms of progress but also a period demonstrating the sense of responsibility, closeness to the people and determination of the entire political system. The Ward People's Committee aims to both ensure progress and improve the quality of input data "correct - sufficient - clean - alive" according to the requirements of the campaign. "From now until November 15, the ward will enter 2 peak weeks, mobilizing all cadres, civil servants and 20 residential groups to participate. Each cadre in charge of the area follows the motto "go to every alley, knock on every door" to review and verify information, guide people to complete the records, ensuring no omissions or errors", said Mr. Dong.

A highlight in the campaign implementation process in Tan Dan is that the ward officials and civil servants have piloted the application of artificial intelligence (AI) in data entry and information identification. The integrated AI technology will automatically extract and enter data, compare information with the electronic cadastral map system and the national population database. According to preliminary assessments, the application of AI has shortened data entry time compared to manual operations, while significantly reducing human errors. Cadastral officers and technical teams only need to review, correct and confirm output information before synchronization. This is considered an important test step in the application of information technology to the professional expertise of commune-level officials in Tan Dan, contributing to reducing pressure during times of high workload and improving work efficiency in the coming time.

With the spirit of "doing it right", Tan Dan Ward People's Committee is currently assigning specific responsibilities to each cadre and each residential group; making work plans, organizing meetings to review progress and promptly handle arising problems. Along with that, propaganda work to the people is deployed flexibly, directly to each household, helping them clearly understand the meaning of cleaning land data for their legitimate rights.

“We identify this as not only an administrative task, but also a fundamental shift in transparent land management, serving people and businesses better. Each “revived” data will contribute to building a unified, modern national database, contributing to improving the quality of public services on land, reforming and resolving administrative procedures for people and businesses in the electronic environment. The ward aims to complete the entry of all remaining records by November 10, move on to the verification, acceptance, and data connection with the central system of the province,” said Vice Chairman of Tan Dan Ward People's Committee, Dau Van Dong.
