Therefore, smugglers and greedy business owners have imported smuggled food products of unknown origin to sell to consumers.
Implementing the Prime Minister 's Official Dispatch No. 65/CT-TTg and the direction of the Provincial People's Committee, the Provincial Steering Committee 389/DP and the Department of Industry and Trade, the Market Management Department resolutely directed the Market Management Teams to simultaneously launch a peak month to fight against and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the province, focusing on fighting against smuggled food, cosmetics, and pharmaceuticals of unknown origin, and not ensuring food safety and quality.
From May 15 to June 1, 2025, the Market Management Department inspected 46 individuals and business organizations in the area, detected and handled 46 cases, imposed administrative fines of VND 280 million, and confiscated infringing goods worth VND 300 million.
Typically, at 10:45 a.m. on May 22, 2025, the Inspection Team of the Market Management Department conducted a surprise inspection of the business household Vu Van Manh located at Group 1, De Tham Ward (City). At the time of the inspection, the Inspection Team discovered that the business household Vu Van Manh was trading in violating goods including: 179 cosmetic products of unknown origin and 4,892 smuggled food products, with a total value of over 14 million VND. administratively sanctioned the business household Vu Van Manh for 2 violations with a total fine of 14 million VND, confiscated and destroyed all of the above exhibits.

On May 30, 2025, the Inspection Team of the Market Management Department coordinated with the Economic and Environmental Police Department of the Provincial Police to conduct a surprise inspection of the business household Vu Thanh Cong located in Hanh Phuc hamlet, Hoang Tung commune (Hoa An). The inspection team discovered that the business household Vu Thanh Cong was trading in smuggled goods including: 34,934 food products, 1,200 packs of toilet paper, with a total value of nearly 85 million VND. The inspection team drew up a record of administrative violations against the business household Vu Thanh Cong and temporarily detained all the goods to continue verifying and clarifying the violations, and administratively fined the violations 64 million VND.
To combat and prevent smuggling, trade fraud, counterfeit goods, and intellectual property infringement, the Market Management Department continues to direct the Market Management Teams to strengthen the implementation of professional inspection measures and strictly handle cases of smuggling, production and trade of counterfeit goods, infringement of intellectual property rights, and goods of unknown origin, especially violations in the e-commerce environment. Determining the fight against smuggling, trade fraud, and counterfeit goods as "No forbidden areas, no exceptions", any organization or individual who violates will be strictly handled according to the provisions of law. The head of the Market Management force at each level is primarily responsible for presiding over and coordinating with relevant agencies to inspect the compliance with the law by organizations and individuals in trading goods and commercial services in the market according to the regulations on responsibilities and coordination in the fight against smuggling, trade fraud and counterfeit goods in the province. Step up propaganda and dissemination of the law so that individuals, business organizations and people do not commit, participate in, or assist in smuggling, illegal transportation of goods and production and trade of counterfeit goods. Actively denounce violations by violating organizations and individuals. Regularly grasp the situation, coordinate with forces and functional sectors to identify new methods and tricks of operation, complex and prominent issues and fields to advise the Chairman of the Provincial People's Committee and the Provincial Steering Committee 389/DP to deploy measures to combat smuggling, trade fraud and counterfeit goods in the area.
