Walking on the concrete roads reaching every hamlet in Phi Hai commune, we felt the transformation of this land. Running along both sides of the road, new houses with tiled and corrugated iron roofs also competed in the summer sun. A prestigious person in Phuc Dung hamlet, Hong Van Dinh, shared: In recent years, the lives of the people here have changed a lot, the roads have been invested in expanding and being concreted cleanly. People know how to change the crop structure appropriately, and can borrow preferential loans from the Social Policy Bank to develop livestock farming... This change is thanks to the timely implementation of social policies at all levels to the people. Particularly in Phuc Dung hamlet, thanks to the investment attention of the State and the participation of the entire political system, each year the hamlet reduces 8-10 poor households, 90% of households achieve the title of cultural family.

Bao Lam is a mountainous border district, with ethnic minorities accounting for 98.36%. Identifying the implementation of ethnic minority policies as a key task to improve the lives of ethnic minorities, especially the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2030, in recent years the district has focused on directing and assigning specific tasks to relevant agencies and units to implement promptly and effectively. Every year, from the allocated capital, the district invests in hundreds of infrastructure projects, more than 200 production models, livelihood support... Up to now, 100% of the district's communes have car roads to the commune center; over 82% of hamlets have car roads, 100% of communes have national grid electricity, reducing 4 - 5% of poor households each year.

Hamlet Chief, Secretary of the Coc Pat Hamlet Party Cell, Thach Lam Commune, Hoang Van Pa, said: Thanks to the attention and investment of the Party and the State, the hamlet has convenient roads and people's lives have improved. 100% of Mong ethnic households in the hamlet are now united to develop their family economy, focusing on developing cattle breeding and afforestation. The whole hamlet currently has over 100 cows and 3 hectares of star anise trees and 3 hectares of cinnamon trees that are in a good growth stage. The Mong people are very excited and hope that with the attention of the Party and the State, they will have a more prosperous life.

The bright picture of ethnic minority areas is also demonstrated by the well-invested socio-economic infrastructure system, basically meeting the production and living needs of the people. From 2021 to now, from the sources of CSDT capital and national target programs, the province has invested in the construction of nearly 2,000 essential infrastructure works to serve the socio-economic development of ethnic minority areas.



The most basic issues for poor households such as: livelihood support, vocational training, job referrals, support for students' study costs... have been resolved promptly and in accordance with regulations. Over 20,000 poor, near-poor, and newly escaped-poverty households have borrowed preferential loans to invest in production and business development; each year, an average of over 360,000 health insurance cards are issued; electricity bills are supported for over 30,000 poor households and social policy households...

Mr. Trieu Van Hon, Head of Na Mon Hamlet, Nam Cao Commune (Bao Lam) said: The Party and the State are very concerned about the lives of the people, especially ethnic minorities. Previously, many roads to the hamlet were mainly dirt roads, but now they have been concreted; people are supported with cows and seedlings to develop production. We, the ethnic people, strongly agree with and trust the policies of the Party and the State and always encourage each other to unite to build a new life, not to believe or listen to bad people who try to sabotage the Party and the State.

Many synchronous solutions bring ethnic policies into life

In fact, over the past years, with many creative approaches actively and synchronously implemented, hundreds of programs and projects of ethnic minority organizations have truly entered the lives of ethnic minorities.

Coming to the highland hamlets of Bao Lac district, we heard many stories from people about the days of hunger and the surprising changes. That achievement is thanks to the synchronous implementation of the CSDT in the locality with the participation of the entire political system, with many practical ways to focus on the grassroots. Mr. Hoang A Tu, a prestigious person in My Lung hamlet, Hong An commune (Bao Lac) shared: My Lung is the most difficult hamlet in Hong An commune, with 40 households/361 people, 100% of whom are Mong ethnic people. Poor households in the hamlet in 2023 accounted for over 95%. As a prestigious person, I, together with the Party Committee, the government and the hamlet and commune unions, propagated and mobilized people to change the structure of construction and cultivation, contribute labor and construction materials to build rural roads... Thanks to that, the hamlet people united together to compete in labor production and reduce poverty. Every year, the hamlet reduces 3-5 poor households, 100% of households implement well the policies and laws of the Party and the State, 97% of households achieve the title of cultural family, and all children of school age attend school. My Lung hamlet has been recognized by superiors as a cultural residential area for many consecutive years.

Comrade Luc Xuan Tra, Vice Chairman of the People's Committee of Quoc Toan Commune (Quang Hoa) said: The commune has directed mass organizations to coordinate with the commune's functional forces to go to each village and hamlet to propagate and mobilize to resolve many conflicts among the people, not to let "hot spots" arise. At the same time, it is necessary to grasp the thoughts and aspirations of the people to advise the government to resolve them reasonably and emotionally. Propaganda and mobilize people to promote the good cultural values ​​of the nation, not to believe in or follow illegal religions, to work hard and develop the family economy. Therefore, Quoc Toan is one of the localities in the province that successfully mobilized 13/13 Mong households to sign a commitment not to follow or listen to the illegal organization of Duong Van Minh.

The success of My Lung hamlet, Hong An commune (Bao Lac), Quoc Toan commune (Quang Hoa) and many other localities in the province in bringing ethnic minority policies into life shows many practical lessons from the synchronous implementation of solutions in implementing social policies, creating a foundation for sustainable poverty reduction in ethnic minority areas.

From the programs and projects of the CSDT, the national target programs investing in ethnic minority and mountainous areas, up to now, the road to the commune center has been paved with concrete, reaching 98.8%; the rate of villages and hamlets with paved roads to the center has reached 83%. The people's lives have been improved, the average poverty rate has decreased by 4-5% each year. Social culture has developed; the work of preserving traditional cultural values ​​of ethnic groups has been promoted; the quality of education has been gradually improved; medical work and health care for people in ethnic minority and mountainous areas has changed a lot; 100% of poor and near-poor households, ethnic minorities living in difficult areas, and people living in extremely difficult areas have been granted free health insurance cards. The number of health stations meeting national standards on health/total number of health stations in the province has reached 88.8%, schools meeting national standards account for 32.8%. Security and social order in ethnic minority areas are basically stable.
