In parallel with the effective implementation of community intervention models to promote gender equality (GEM) in ethnic minority and mountainous areas (EMMA), in recent times, the Provincial Women's Union (PPU) has strengthened the inspection and supervision work in a practical and synchronous manner in localities implementing Project 8 "Implementing gender equality and solving urgent issues for women and children". Thereby, promptly removing obstacles and difficulties in the process of project implementation.

Since its inception, the project has aimed at very specific and in-depth goals: raising awareness, changing prejudices, caring for material and spiritual life, protecting and caring for women and children (W&C), implementing the goal of gender equality and focusing on effectively solving some urgent problems of W&C in particularly difficult areas.

However, with the specific characteristics of the area spanning over 5 districts with 37 communes, with a large number of beneficiaries, diverse in ethnicity, customs, culture and educational level, the implementation of Project 8 requires a regular, close, substantive monitoring mechanism and timely adjustment to ensure it is on the right track and serves the right people.

Identifying the important role of inspection and supervision for the effective implementation of the project, every year, the Provincial Women's Union has issued a plan to inspect and supervise the implementation of Project 8 and supervise the implementation of BDG in districts and communes within the project area.

Accordingly, from 2022 to present, the Provincial Women's Union has organized 7 inspections, monitoring and evaluation of the implementation results of Project 8 and the implementation of the BDG in the implementation of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas in Huong Hoa and Dakrong districts and 5 communes: Thanh and Huong Linh communes (Huong Hoa district), Huong Hiep and Ta Rut communes (Dakrong district), Vinh Khe commune (Vinh Linh district). Organized 15 monitoring sessions of the "Community Trust Address" model in 15 communes, grasped the situation and provided guidance and support for grassroots activities. The Huong Hoa District Women's Union organized 2 monitoring sessions to establish and operate the community communication team in Huong Son and Thanh communes.

The inspection and supervision at communes and districts focuses on the arrangement and progress of project disbursement, resource coordination between national target programs, and the results of the implementation of the project's contents and targets. At the same time, grasp the difficulties and problems that each locality and facility is facing, thereby making appropriate proposals and solutions.

Through inspection and supervision, the association at all levels has guided units on how to operate community intervention models that have been supported to be established such as: "Community Trusted Address", "Community Communication Team", "Leader of Change" Club. At the same time, mobilized the facilities to coordinate with programs and projects in the area to mobilize resources to maintain and operate effectively. Thanks to these activities, the association has had the basis to build, adjust and deploy models and activities suitable to local realities and to evaluate the project at the end of the project period.

In addition, to improve the monitoring and evaluation capacity of officials at all levels, the Provincial Women's Union has focused on training and guiding the inspection and supervision work for union officials at all levels implementing the project. Accordingly, after more than 3 years of implementation, the Provincial Women's Union has organized 6 training courses on monitoring and evaluation of the implementation of the National Target Program for Ethnic Minorities and Mountainous Areas in Huong Hoa, Dakrong and Vinh Linh districts for nearly 500 officials of relevant departments and branches, and Women's Union officials at all levels. In the districts, the Huong Hoa District Women's Union organized training courses on monitoring and evaluation of the implementation of the National Target Program for Ethnic Minorities and Mountainous Areas for 117 participants.

Commenting on the results of Project 8 implementation in the province, Vice President of the Provincial Women's Union Tran Thi Thuy Nga said: Project 8 activities have received the coordination and support of Party committees, authorities, departments, branches, localities and the acceptance and participation of the people. Up to now, the operating models have been operating effectively, contributing to eliminating bad customs, raising awareness, thinking, and working methods of cadres, members, and people in ethnic minority areas, participating in solving urgent issues related to PN&TE.

However, the monitoring team also discovered shortcomings and problems such as: the system of legal documents is completely new and incomplete, so the access and application of documents by units and localities is still confusing. Grassroots Women's Union officials do not have much experience, so it is difficult to implement the project. The capacity of Women's Union officials in some communes is still limited, they have not carefully studied the guiding documents of higher levels, so the consultation and implementation of project activities at the local level is still slow.

The capital source was provided late in the year, so the implementation activities were slow. The progress and disbursement rate were still low, the budget allocation was not based on the implementation instructions in the area, so some contents could not be implemented. The circulars and instructions of the Ministry of Finance were not close to reality, so it was difficult to organize the project activities. In addition, some expenditure norms were still low compared to the project requirements, some regulations were unclear, and there were still problems in application and implementation.

The budget allocation for the implementation of Project 8 for beneficiary communes is not based on the content and implementation targets, so some communes do not know how to implement and spend. As a locality that benefits from many national target programs, agencies, departments and branches at all levels simultaneously implement programs and projects, so the organization and implementation of some activities is difficult, especially training activities. Urgent issues directly related to PN&TE in each locality have not been identified to develop appropriate action plans to guide activities for communes...

Immediately after carrying out the inspection and supervision work, the People's Committees of the districts also issued documents adjusting the assignment of the implementation of Project 8, assigning specific tasks to the district Women's Union to preside over to unify direction and management throughout the association system. At the same time, the Provincial Women's Union also regularly organizes reports and project evaluations at conferences and periodic meetings every quarter, 6 months or year-end, to promptly have solutions.

Thanks to that, the work of "measuring" the level of impact of the project on local people is increasingly effective, problems and difficulties at the grassroots level are resolved, contributing to strengthening people's trust in the effectiveness of projects under the National Target Program.
