Accordingly, in the context that the whole province is implementing the arrangement of two-level local government organization according to the resolution of the National Assembly Standing Committee and the direction of the Government to come into operation on July 1, 2025, the Chairman of the Provincial People's Committee requested localities to focus on strictly implementing assigned responsibilities in the field of state management, especially in the fields of land management and construction order, environmental protection, forest protection and management in the province, from now until June 30, 2025.

Chairmen of the People's Committees of districts and cities must absolutely not allow violations of construction order, urban order, environmental sanitation, deforestation, encroachment on road corridors, business, setting up illegal markets, parking, gathering goods, digging, leveling land, etc., causing environmental pollution, traffic safety, and urban landscape loss. At the same time, they must strengthen inspections and strictly handle violations, and must take full responsibility before the Provincial People's Committee if violations occur.

On the part of the People's Committees of communes and wards, continue to strictly perform the tasks assigned in Decision No. 31/2022/QD-UBND dated May 16, 2022 of the Provincial People's Committee on decentralization of construction order management and receiving notices of construction commencement in the area. It is necessary to proactively monitor, inspect, detect, prevent and promptly handle violations in accordance with legal regulations.

The Provincial People's Committee also assigned the Department of Construction to preside over and coordinate with departments, branches, sectors and local authorities to review and amend Decision No. 31/2022/QD-UBND to suit the two-level government model; advise the Provincial People's Committee to specify the decentralization, delegation of management authority and organization of implementation before July 8, 2025.

Along with that, the Department of Construction and the Department of Agriculture and Rural Development are assigned to strengthen the supervision of localities in performing state management tasks on construction order, urban areas, land and environmental protection, ensuring strict compliance with the direction of the Provincial People's Committee.
