According to the report of the Inter-sectoral Coordination Council on Legal Aid in Litigation Activities of Quang Tri Province, recently, the issuance of Joint Circular No. 10/2018/TTLT-BTP-BCA-BQP-BTC-VKSNDTC-TANDTC dated June 29, 2018 of the Ministry of Justice, Ministry of Public Security, Ministry of National Defense, Ministry of Finance, Supreme People's Procuracy , Supreme People's Court (abbreviated as Circular No. 10) has created a legal basis for innovation in coordination of legal aid in litigation activities, more clearly defining the responsibilities of litigation agencies, competent persons to conduct litigation, organizations and persons implementing legal aid.

The regulation of the responsibility of the competent authority and person conducting the proceedings to provide information about the person eligible for legal aid to the Legal Aid Center in cases where the accused, the victim, or the litigant self-identifies as the person eligible for legal aid and has not yet requested legal aid has contributed to minimizing the omission of the need for legal aid.

From the beginning of 2023 to May 30, 2024, the Legal Aid Center has provided legal aid in 831 cases. The implementation of Circular No. 10 and related documents has helped legal aid work in general, especially the implementation of legal aid in the form of participating in litigation, to make significant progress, with accused persons, litigants, and victims having early access to legal aid.

Through the coordination of legal aid activities in litigation activities, legal aid work ensures the implementation of people's right to legal aid, contributing to helping litigation agencies to try and resolve cases objectively, honestly and in accordance with the law.

At the meeting, the Quang Tri Provincial Inter-sectoral Coordination Council pointed out difficulties and obstacles in the implementation process. Members of the Central Inter-sectoral Coordination Council on Legal Aid in Litigation requested Quang Tri to clarify some contents, results, and data in the report, discuss and answer questions, proposals, and recommendations of the Provincial Inter-sectoral Coordination Council.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang said that Quang Tri is currently one of the localities with a relatively high rate of disadvantaged people. Therefore, the legal aid activities that have been implemented methodically and with quality in recent times have been a support for disadvantaged people in the province in protecting their legitimate rights and interests, contributing to the good implementation of the humane policies of the Party and State.

In addition to the achieved results, the Provincial Inter-sectoral Coordination Council is facing some difficulties and obstacles in the implementation process such as: the issue of protecting evidence and evidence storage has not received due attention; there are marriages with foreign elements, marriages without marriage contracts mainly concentrated in border communes...

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council affirmed that in the coming time, Quang Tri province will continue to strengthen legal aid activities for the disadvantaged. At the same time, he directed the People's Council, People's Committee and the Provincial Inter-sectoral Coordination Council to find solutions to bring legal aid activities into depth and operate more effectively. He requested that central agencies continue to pay attention, guide and closely direct so that legal aid work in the locality can be implemented better.

Concluding the meeting, Deputy Minister of Justice Tran Tien Dung highly appreciated the results of the coordination work on legal aid in litigation activities in Quang Tri in recent times. In order to continue to improve the effectiveness of the activities, the Deputy Minister of Justice requested that the members of the local inter-sectoral coordination council continue to strengthen their coordination more closely, with the highest spirit and responsibility, and strengthen the coordination between the litigation agencies and the team of people implementing legal aid.

Focus on implementing legal aid not only in the criminal field but also in other fields such as civil and administrative, to avoid complicated problems. It is necessary to pay attention to training and improving the capacity of the legal aid team; proactively advise and propose funding for coordination activities in accordance with legal requirements and task requirements.

Regarding other recommendations and proposals of the province, the Inter-sectoral Coordination Council on Legal Aid in Central Litigation Activities will review and supplement them in the coming time.
