Enhance electronic invoice solution generated from cash registers for business households

The Tax Department has just issued Official Letter No. 1269/CT-CĐS to organizations providing electronic invoice solutions to request coordination with tax authorities to deploy electronic invoices generated from cash registers for business households.

The Tax Department said that in order to enhance transparency, ensure fairness and improve compliance with tax laws, it is recommended that organizations providing electronic invoice (EI) solutions coordinate and support taxpayers to comply with regulations when installing, configuring and instructing on the use of software and applications to avoid falsifying revenue information and acts that are not in accordance with tax laws.

Assessing the coordination work, the Tax Department expressed its recognition that the organizations providing e-invoice solutions in the past have actively and closely coordinated with tax authorities to deploy the application of e-invoices nationwide for enterprises, organizations and business households according to the provisions of Decree No. 123/2020/ND-CP dated October 19, 2020 from July 1, 2022.

"These are important driving forces contributing to the reform of administrative procedures, modernization of tax management and promotion of digital transformation in the tax sector," the Tax Department emphasized.

With the desire to continue to receive close coordination between Organizations providing e-invoice solutions and Organizations providing services of receiving, transmitting and storing e-invoice data with tax authorities at all levels in implementing the application of e-invoices with tax authority codes generated from cash registers, especially for business households operating in the field of retailing goods and services directly to consumers in accordance with the provisions of Clause 1, Article 11 of Decree No. 70/2025/ND-CP dated March 20, 2025 of the Government on amending and supplementing a number of articles on regulations on invoices and documents in Decree No. 123/2020/ND-CP dated October 19, 2020, the Tax Department requests that Organizations coordinate to implement the following contents:

Firstly , proactively publicize information about solutions and implementation services, information about electronic invoice service packages initiated from cash registers for business households. Research and develop solutions and accounting software services and invoices that are convenient, accessible, and easy to use for each customer (taxpayer) at a reasonable price; continue to expand a number of incentive programs and free support for small and medium-sized businesses.

Second , coordinate with tax authorities in disseminating the benefits, registration process and use of electronic invoices generated from cash registers; Arrange and assign personnel to provide online or direct guidance to customers at their business addresses so that business households can understand and proficiently use electronic invoices generated from cash registers, focusing on the peak period in June 2025 and July 2025.

Third , enhance information sharing and technical coordination with relevant parties, ensuring the ability to integrate synchronously between software systems and data management systems of the Tax authority.

Fourth, establish a fast-response, specialized technical support channel capable of promptly receiving and handling technical problems arising during the use of e-invoice solutions by business households.

Fifth, to enhance transparency, ensure fairness and improve compliance with tax laws, we respectfully request that your organization coordinate and support taxpayers to comply with regulations when installing, configuring and instructing the use of software and applications to avoid falsifying revenue information and acts that are not in accordance with tax laws.

Sixth, during the implementation process, if you encounter any difficulties or problems, please contact the Organization providing the receipt, transmission, and storage of electronic invoice data that your organization is connecting to or report to the Tax Department for timely support. The Tax Department hopes to continue to receive close coordination and companionship from Organizations in supporting and promptly removing difficulties and obstacles for business households in the process of implementing electronic invoices generated from cash registers, contributing to improving the quality of service for taxpayers, promoting the goal of reforming administrative procedures, building a modern and transparent digital financial system under the direction of the Government and the Ministry of Finance .
