Chairman Nguyen Dac Vinh affirmed that the Vietnam - Russia relationship is constantly being consolidated and developed. The Russian Federation is an important comprehensive strategic partner in Vietnam's foreign policy. Cooperation between the two countries in many fields such as trade, investment, science, education , culture, tourism... continues to develop.
Education and science and technology are important fields. Many generations of Vietnamese leaders and elite experts have been trained in the Russian Federation and are holding important roles. Vietnam strongly encourages the young generation to focus on science, technology and engineering, especially studying abroad at leading Russian universities, which are ready to provide an advanced learning environment.

To improve the effectiveness of cooperation in the next period, Vietnam proposed that the Russian Federation pay attention to effectively implementing signed agreements; at the same time promoting a number of major orientations such as: strengthening scholarship programs in the fields of basic science, high technology, atomic energy for peaceful purposes, microchips - semiconductors; increasing the number of Russian experts and teachers teaching in Vietnam, and supporting the updating of Russian and Vietnamese language textbooks; speeding up the signing and establishment of cultural centers of the two countries; coordinating the implementation of the 3rd Vietnam - Russia Science and Education Forum in Hanoi in 2026 - Vietnam - Russia Science and Education Year.
Thanking the Chairman of the Committee on Culture and Social Affairs for taking the time to meet him, Deputy Director of the Russian Federal Cooperation Agency Pavel Anatolyevich Shevtsov said that the comprehensive strategic partnership between the two countries is developing strongly and comprehensively, built on the foundation of traditional friendship spanning decades, and reinforced by high-level consensus.
In particular, according to Mr. Pavel Shevtsov, humanitarian cooperation is a priority pillar, creating a solid foundation for potential development. During this visit, the delegation worked with relevant ministries and branches of Vietnam to discuss increasing scholarships, especially in the fields of culture and arts.

Mr. Pavel Shevtsov said that the growing interest of Vietnamese students in Russian education is a positive sign. Every year, the Russian Government grants 1,000 scholarships to Vietnamese citizens, the most compared to other countries, creating conditions for Vietnamese citizens to study at the best universities in the Russian Federation.
Mr. Pavel Shevtsov also expressed his impression that Vietnamese students studying in the Russian Federation are mostly highly motivated to study, always making efforts and trying their best; many Vietnamese students graduate with excellent grades. This is also a factor that helps increase Vietnam's reputation in the international student community in Russia.

Vietnam was also chosen as the venue for the International Opening Ceremony of the Russian Language in Asia, an effort to enhance Vietnam's position in popularizing Russian culture and language in the region, while promoting the development of the Vietnamese language in Russia...
Thanking the Committee for Culture and Society and the ministries, departments and branches of Vietnam for always attaching importance to cooperation with the Russian Federation, Mr. Pavel Shevtsov believes that the joint cooperation projects in the coming time will continue to bring practical results and common benefits to both countries. The Russian side also expressed the hope that the Vietnamese National Assembly and the Committee for Culture and Society will continue to accompany, support and create conditions for humanitarian cooperation programs to be implemented more deeply, thereby strengthening the important pillar in the comprehensive strategic partnership between Vietnam and the Russian Federation.
