The ADGMIN Conference, held annually, is the highest-level cooperation mechanism in ASEAN in the field of digital technology and ICT, with the participation of Ministers from ASEAN countries and dialogue partners. The theme of the ADGMIN-5 Conference was: "Security, Innovation and Inclusion: Shaping ASEAN's Digital Future".

Speaking at the conference, Minister Nguyen Manh Hung emphasized the need to ensure safety by promoting the deployment of open technologies such as 5G Open RAN, open-source AI, regulating the responsibilities of service providers and digital platforms, and enhancing people's digital skills to combat online fraud.
To enhance innovation, it is necessary to accelerate digital transformation, create an environment for digital innovation; promote digital consumption, especially government consumption, to create a market; and boldly implement testing mechanisms (sandboxes) for new solutions and applications.
Regarding the popularization of services, it is necessary to promote the role of the public telecommunications fund with contributions from network operators, deploy community digital technology teams to support people, and shut down 2G networks so that all phone subscribers can access the Internet.
The conference reviewed and adopted the report on the implementation results in 2024 and the cooperation plan for 2025, and adopted the Bangkok Declaration on cooperation in shaping ASEAN's digital future.
During his participation in the Conference, Minister Nguyen Manh Hung held bilateral meetings with ministers from Thailand, Myanmar, Laos, Cambodia, and Timor Leste.
During the meeting with the Deputy Prime Minister and Minister of Digital Economy and Society of Thailand, Prasert Jantarar Ruangtong, the two sides shared experiences on digital infrastructure development, 5G network deployment, and discussed cooperation in developing submarine cable networks and supporting digital technology businesses from both countries to cooperate in investment and market expansion.

Cooperation in the field of digital technology between Vietnam and Laos is being promoted and expanded through many specific programs and projects. During a meeting with the Lao Minister of Technology and Communications, Boviengkham Vongdara, both sides reviewed and considered ways to accelerate the progress of cooperation programs on information security, the deployment of MOOC online training platforms, long-term master's and undergraduate training programs, and short-term training in telecommunications, frequency, and internet management.

During the meeting with the Cambodian Minister of Post and Telecommunications, the two ministers agreed to strengthen exchanges of delegations at all levels to share experiences on digital transformation, digital infrastructure development, internet access, measurement and management of telecommunications service quality, and to create favorable conditions and support for businesses of both countries to expand investment and business activities.

Regarding cooperation with Myanmar, during a meeting with Myanmar's Deputy Prime Minister and Minister of Transport and Communications, Mya Tun Oo, the two sides exchanged views on a number of policies, development directions, cooperation in training digital human resources, and support and facilitation for business activities of enterprises in both countries.

Timor Leste is currently an observer country and is in the process of being considered for membership as the 11th ASEAN member. During a meeting with the Minister of Transport and Communications of Timor Leste, Miguel Marques Gonçalves Manetelu, the two sides discussed strengthening cooperation in human resource training, improving legal frameworks for the ICT sector, and supporting and facilitating business operations. To lay the groundwork for expanding cooperation, the two ministers signed a Memorandum of Understanding (MoU) on cooperation in the ICT sector and digital transformation.

Minister Nguyen Manh Hung's participation in the 5th ADGMIN Conference and bilateral meetings contributed to promoting digital cooperation programs within ASEAN, strengthening and expanding relations with relevant ministries of member countries, identifying priority areas and specific solutions to make programs and projects increasingly substantive and effective, and contributing to enhancing Vietnam's role, position, and prestige in the international arena.
With the permission of the Prime Minister, Minister Nguyen Manh Hung announced and invited ASEAN countries and Dialogue Partners to attend the next ADGMIN Conference in 2026 in Vietnam.
