
Use time economically and effectively at plenary sessions of the National Assembly
Presenting the Report on some issues of the draft Resolution amending and supplementing a number of articles of the National Assembly Session Regulations, Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung said that the draft Resolution dossier includes: the draft Submission to the National Assembly on the draft Resolution amending and supplementing a number of articles of the National Assembly Session Regulations; the draft Resolution; a comparison of the draft amendment and supplementing a number of articles of the National Assembly Session Regulations with the current National Assembly Session Regulations; a report summarizing the opinions of agencies and National Assembly delegations on the draft Resolution; a report on receiving and explaining the opinions of agencies and National Assembly delegations on the draft Resolution.

Raising the issue of specific amendments and supplements, Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung said that in the draft Resolution supplementing Clause 1, Article 11 of the National Assembly Session Regulations, it is stipulated that in cases where it is absolutely necessary to meet practical requirements, the opening date of the regular session of the National Assembly may be different from the times specified in the Regulations and decided by the National Assembly Standing Committee.

There is no strict regulation in the National Assembly Session Rules on the presentation of the verification report; accordingly, the presentation or non-presentation of the verification report (only sending the verification report to National Assembly deputies) for each content will be implemented according to the provisions of the Law on Promulgation of Legal Documents, relevant laws and resolutions or will be specifically considered and decided by the National Assembly, based on practical conditions when approving the session agenda to ensure economical and effective use of time at plenary sessions of the National Assembly.

Amend Clause 1, Article 20 in the direction of requiring documents to be sent to National Assembly deputies earlier, specifically: draft laws, draft resolutions, reports explaining, accepting, and revising draft laws and draft resolutions submitted to the National Assembly for approval and proposing a number of issues with different opinions that need to be voted on before voting to approve the full text of the draft law or draft resolution must be sent to National Assembly deputies for study at least 48 hours before the voting session for approval (current regulation is 24 hours).

Speaking at the meeting, National Assembly Chairman Tran Thanh Man highly appreciated the Drafting Committee for promptly and responsibly preparing the draft Resolution in a short time; at the same time, he noted the amendment and supplementation of a number of articles of Resolution No. 71/2022/QH15 of the National Assembly promulgating the Rules of the National Assembly session in the context of implementing the e-National Assembly, digital National Assembly, and applying artificial intelligence.
Clause 2, Article 40 of the Law on Promulgation of Legal Documents in Current Practice stipulates that the presentation of the verification report is mandatory in the procedure for the National Assembly to pass draft laws and resolutions. Raising this issue, the National Assembly Chairman said that the National Assembly Office needs to continue to coordinate with the Ministry of Justice and the Standing Committee of the Law and Justice Committee to unify the presentation of the procedure for presenting the verification report in the draft Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents and the draft Resolution. To ensure consistent implementation, the National Assembly Chairman said that the verification report may not be presented at the upcoming Ninth Session.

Regarding the synthesis of group discussion opinions, the Government proposed to remove the regulation on sending a report explaining the group discussion. National Assembly Chairman Tran Thanh Man noted that the mechanism for expressing the opinions of National Assembly deputies at each session is through group discussion and the hall. Group discussions usually receive more opinions than discussions in the hall. Therefore, the National Assembly Chairman proposed to keep the regulation on sending a report explaining the group discussion in the Session Rules; study and supplement the regulation on assigning the Secretary General of the National Assembly and the Head of the National Assembly Office to direct the implementation to create consistency and objectivity along with the Government's acceptance report. In the synthesis of group discussions, it is also necessary to select major issues and issues of a dominant nature, not to bring up small issues.
Outlining the requirements for amending and supplementing the Session Rules, the National Assembly Chairman emphasized that amending the Session Rules this time needs to ensure increased transparency and publicity. Improving the quality of discussion by regulating speaking time to avoid rambling, ensuring that each opinion focuses on the core issue. The upcoming National Assembly needs to increase interaction with voters more frequently, not just through pre- and post-session meetings as at present.

Emphasizing the need to ensure discipline and order among National Assembly deputies, the National Assembly Chairman said that it is necessary to study and supplement regulations and measures to strictly handle the cases of National Assembly deputies taking frequent leave; regulations on the use of telephones to ensure that they do not affect the plenary sessions of the National Assembly, etc.

To strengthen supervision of the implementation of the Session Rules, the National Assembly Chairman said that the National Assembly Standing Committee and the National Assembly Party Committee need to pay attention to leadership and direction in order to be able to deploy supervision of the implementation of the Session Rules.
“The Ninth Session has many contents, many large contents, but the process and procedures must still be ensured. Ensure the principle of “soft ties, tight ties, paying attention to ensuring the quality of the contents of the session”, the National Assembly Chairman emphasized.
Basically agreeing with the draft Resolution, Vice Chairman of the National Assembly Nguyen Duc Hai suggested that the regulations on archiving documents serving the session should include images, videos, and official documents serving the session, including laws, resolutions of the National Assembly, audio and video recordings. “Speeches are not only recorded, transcribed, but also video recorded so that they can later become historical documents,” the Vice Chairman of the National Assembly noted.
Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong suggested that regulations on presenting proposals should be flexible, ensuring that shorter presentation times are encouraged, because draft laws and resolutions do not have to be sent to National Assembly deputies only at meetings.
Regarding the fact that the verification agency presents the verification report to the National Assembly, Vice Chairman of the National Assembly Tran Quang Phuong said that in urgent and urgent conditions, many contents in the National Assembly session such as the upcoming Ninth Session may not be read. However, the Session Rules cannot stipulate that the verification report should not be presented, because this is a process and procedure prescribed by the Law on Promulgation of Legal Normative Documents and falls under the functions of the Nationality Council and the Committees of the National Assembly.
Concluding this content, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee basically agreed on the scope of amending and supplementing a number of articles of the National Assembly Session Regulations and the content of amending Resolution 31 regulating the National Assembly Standing Committee on guiding a number of contents of the National Assembly Session Regulations.
The Standing Committee of the National Assembly assigned the Drafting Committee to coordinate with National Assembly agencies to continue perfecting the content of the draft Resolution.
