Strengthening state management of goods origin in the new situation

Directive 09 clearly states that currently, the international trade situation is complicated, fast, unpredictable, strategic competition is increasingly strong and sensitive, especially when the United States applies reciprocal tariff policies to many countries in the world including Vietnam. In order to proactively adapt to the new situation, limit the impact on the production and export activities of Vietnamese enterprises, the Ministry of Industry and Trade requests functional ministries, industry associations and production and export enterprises to strengthen the management and supervision of input materials for the production of export goods. At the same time, coordinate with the Customs Department ( Ministry of Finance ) to strengthen the inspection of the origin of imported goods, detect and strictly handle acts of trading goods, especially smuggled materials, goods of unknown origin for the production of export goods. The Ministry of Industry and Trade assigned the Legal Department to coordinate with the Import-Export Department to review relevant current legal documents to propose the development of a mechanism for issuing certificates of origin (C/O) in accordance with the new situation; closely coordinate with the Import-Export Department, the Trade Remedies Department, the Customs Department (Ministry of Finance) in the work of monitoring, inspecting, and verifying the origin of imported and exported goods, promptly proposing handling measures in the new situation. The Foreign Market Development Department directed the Vietnamese Trade Offices abroad to research and learn about the mechanisms and regulations on the origin of goods of host countries, and provide them to the Import-Export Department to complete regulations on rules of origin of goods, issue C/O, and prevent fraud of origin of goods.

The Department of Domestic Market Management and Development strengthens market inspection and supervision to detect and handle acts of trading in goods, especially smuggled raw materials and goods of unknown origin for export production... The Department of Industry and Trade of provinces and centrally-run cities directs market management forces to regularly monitor and combat violations of the law in commercial activities in the domestic market for the purpose of production for export; coordinates with the Import-Export Department to propose measures to inspect, supervise and handle violations related to the origin of goods...
