Deputy Director of Dong Nai Electricity Do Huu Hoang: Ensuring energy for double-digit growth target

In 2025, Dong Nai was assigned by the Government to achieve double-digit economic growth. To realize this goal, one of the key factors is that energy infrastructure must ensure production and daily life.

Dong Nai Newspaper reporter had an interview with Deputy Director of Dong Nai Power Company Limited (Dong Nai Power) Do Huu Hoang about the plans and solutions that the electricity industry is implementing.

Enough electricity for the dry season in 2025

  Sir, Dong Nai's demand for electricity for production and daily life will increase in the 2025 dry season. What plans does the company have to ensure electricity supply for the province?

- Since the end of 2024, we have developed and issued a power supply plan for 2025. At the same time, the company has developed a response plan in case the Southern or national power system experiences an imbalance in supply and demand; developed a detailed plan for the reduction level or mobilization of customers' own power sources. In addition, the company has established a Steering Committee to ensure power supply for effective direction and operation.

Along with the above solutions, the company has promoted the promotion of electricity saving and adjusted the load to use electricity more reasonably during peak hours. With the solutions that have been and are being implemented, the results have ensured electricity supply in the first months of the year. The company affirms that in the dry season of 2025, there will be no shortage of electricity for production and daily life in the province.

In 2025, Dong Nai Electricity plans to allocate about VND920 billion to implement 43 basic construction investment projects; more than VND92 billion to carry out major repairs for 39 projects.

  According to you, what is the core solution to ensure electricity for the province's economic development in 2025 and the coming years?

- The most important solution is still investing in developing power sources and grids. In 2025, we plan to invest about 1 trillion VND to upgrade power infrastructure. The focus is on investing in projects to meet electricity needs for new industrial parks, urban development planning areas, and areas surrounding Long Thanh International Airport...

Regarding the 110kV grid, the company plans to carry out 11 projects including: more than 2.3km of new lines, nearly 45km of upgraded lines and adding 229MVA of station capacity. To date, 2 projects have been completed.

Regarding the distribution grid, it is expected that 45 projects will be implemented with nearly 140km of newly built medium and low voltage lines, more than 220km of upgraded lines and a total capacity of distribution transformer stations increased by more than 66MVA. Some projects have been put into operation, the rest are being implemented according to plan.

  Using electricity economically is a solution to ensure electricity supply, especially during the peak dry season. What is your opinion?

- This is indeed a very important solution in ensuring safe and continuous electricity supply. In 2025, the company issued a program on economical and efficient energy use; promoted the promotion of economical electricity use and implemented the signing of electricity saving commitments by customer groups.

For example, for customers who are administrative agencies, the company proposes a commitment to save at least 5% of total electricity consumption; service business establishments reduce lighting capacity by 50%; industrial production customers save at least 2.1% and voluntarily shift electricity load during the dry months (from April to July 2025).

The company recommends that the Provincial People's Committee direct agencies and units to strictly implement electricity saving solutions; maintain inspection and supervision of electricity saving at agencies, units, commercial centers, factories, public lighting systems and households.

Ensuring energy for double-digit economic growth

  Faced with the province's double-digit economic growth target, what are the directions and solutions for the electricity industry?

- Dong Nai Electricity has developed a long-term plan based on the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII); Dong Nai Province Plan for the 2021-2030 period, with a vision to 2050 and other specialized plans.

In the immediate future, we will focus on investing in power supply projects for Long Thanh International Airport, new industrial parks, new and expanded urban areas. In order for power projects to be implemented and completed as planned, best meeting the socio-economic development of the province, we need more active support from departments, branches and localities in adjusting land use planning, approving investment policies, especially site clearance.

  Can you share more specifically about the difficulties with the power project being implemented by Dong Nai Electricity and how to resolve them?

- Dong Nai Electricity is implementing many 110kV power grid projects. These are all power projects to ensure stable and continuous power supply, serving industrial and urban development, contributing to improving the reliability and quality of power, promoting local socio-economic development. However, the implementation of the projects has encountered many difficulties and obstacles.

For example, regarding investment policies, this year, the company has submitted 16 110kV power project dossiers, but only 6 projects have been granted policies. The Department of Finance is waiting for appraisal opinions from departments, branches, and localities for the remaining 10 projects to synthesize and report to the Provincial People's Committee for consideration and approval.

Or the site is the bottleneck of most power projects. There are projects that have not completed site clearance for energizing and putting into use for nearly 10 years. The 110kV transformer station of Giang Dien Industrial Park and the connecting line is an example. Currently, this industrial park must receive electricity from the 110kV Thong Nhat Station and An Phuoc Station to meet the electricity needs of businesses.
