
According to information from the Lao Cai Provincial Economic Zone Management Board, this unit has just received a notice from the Ministry of Construction about the list of Chinese enterprises and means of transport granted GMS Road Transport Licenses and TAD books to participate in transport activities in Vietnam.
GMS (abbreviation of Greater Mekong Subregion) is the most complete cooperation program in the Mekong Subregion cooperation, including: Vietnam, Laos, Cambodia, Thailand, Myanmar and Yunnan Province, Guangxi Province of China. GMS was formed in 1992 under the initiative of the Asian Development Bank (ADB). GMS intermodal transport license or TAD (Transport Admission Document - temporary import vehicle tracking book) is issued by the Directorate for Roads of Vietnam to vehicles under the legal use of transport business units that have been granted GMS international road transport licenses.
Accordingly, Chinese means of transport with GMS Road Transport License and TAD book operating on GMS transport routes will be allowed to circulate through international border gates on the Vietnam - China border, including Lao Cai International Border Gate to enter localities with GMS transport routes, such as: Hanoi , Hai Phong, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hung Yen, Hai Duong, Lang Son, Bac Giang, Bac Ninh, Da Nang, Hue, Quang Tri, Quang Binh, Ha Tinh, Dien Bien, Tay Ninh, Kien Giang, Ca Mau, Ba Ria - Vung Tau, Ho Chi Minh City.
According to the announcement of the Vietnam Road Administration on the list of Chinese transport vehicles granted GMS Road Freight Transport License and TAD book operating on the Kunming - Hekou - Lao Cai - Hanoi - Hai Phong transport route, passing through the Hekou (China) - Lao Cai (Vietnam) border gate pair, there are 262 vehicles.

Speaking to reporters, Mr. Vuong Trinh Quoc, Head of the Lao Cai Economic Zone Management Board, said: As soon as the Ministry of Construction announced, the Board organized the deployment to the functional units at Kim Thanh International Road Border Gate No. II to develop a plan to receive and process procedures for international vehicles on the GMS route in a convenient manner. This is the implementation of the signed agreements between countries in the region, ensuring interests in the field of cross-border transportation. The fact that vehicles from China officially circulate through the Lao Cai - Ha Khau border gate route not only affirms the role of the international border gate, but also contributes to improving the local customs clearance capacity.

Mr. Van Huu Thanh, Deputy Director of the Department of Construction, said: Inland, the Department of Construction has coordinated with the Provincial Police, People's Committees of districts, cities and towns to direct functional forces to monitor the operation of Chinese transport vehicles on GMS transport routes according to regulations. Enterprises with vehicles granted GMS Road Freight Transport License and TAD book will be allowed to participate in transport activities on qualified routes with signs posted in Vietnam, including Lao Cai.
"Trucks that are granted a GMS Road Freight License when entering Vietnam must have license plates and badges as prescribed; meet standards for inspection and international civil liability insurance. Drivers must have an international driving license or equivalent recognition," Mr. Thanh added.

According to information received by reporters, on May 14 and 16, in the two provinces of Yunnan and Guangxi (China), enterprises with vehicles granted GMS Road Transport Licenses simultaneously opened international road transport routes from China to the capital Hanoi of Vietnam.
Accordingly, these two transport routes connect China via Hekou border gate (Yunnan province) and Youyiguan border gate (Guangxi) to Hanoi. This direct transport applies the method of "one container to destination" and "one truck to destination", thereby maximizing the advantages of point-to-point road transport with high efficiency. Compared with traditional transport methods, each truck can save about 1 day of time and costs can be saved from 800 - 1,000 yuan, equivalent to about 2.8 - 3.6 million VND.
Up to now, Lao Cai International Border Gate has received and processed procedures for 7 cargo trucks from Yunnan province to transport goods into Vietnam safely and in accordance with regulations. This is the first time that Chinese cargo and passenger trucks have been granted GMS Road Transport Licenses and TAD books to transport goods into Vietnam through the Agreement documents, facilitating the transport of goods and passengers across the border between the countries of the Greater Mekong Subregion.
