Strengthening Party leadership - preventing negativity in work settlement

(Baothanhhoa.vn) - On May 13, 2025, the People's Court of Thanh Hoa province tried 44 defendants for accepting bribes and abusing their positions and powers while performing official duties at the Sam Son City Land Registration Office Branch. The trial panel sentenced defendant Nguyen The Hung, former Director of the Sam Son City Land Registration Office Branch, to 36 months in prison for "Accepting bribes" and 12 months in prison for "Abusing positions and powers while performing official duties". The total sentence that defendant Hung must serve is 48 months in prison. As for the other 43 defendants, the trial panel sentenced them to sentences ranging from 30 months to 42 months in prison for the crimes of "Accepting bribes" and "Giving bribes", and "Abusing positions and powers while performing official duties".

The defendant was tried in the case of giving and receiving bribes and taking advantage of position and power while performing official duties that occurred at the Branch of the Land Registration Office of Sam Son City.

The verdict issued by the Provincial People's Court is a "wake-up call" for officials and civil servants when performing their duties, they must have the spirit of serving the people, not take advantage of their positions and powers to harass, cause difficulties, profit, and create negativity in performing their assigned duties. Practice shows that if discipline is not tightened, the Party's comprehensive leadership role is not enhanced, and the political responsibility of the leader is not aroused, the public apparatus will "easily slide" into stagnation, avoidance and even fall into negativity. In the context that the entire Party and people are resolutely implementing the 4th Central Resolution on Party building and rectification, Thanh Hoa is one of the localities that dares to look straight, speak the truth and act strongly to remove "bottlenecks" in public service, gradually building a government that serves the people.

In 2024 and the first months of 2025, the police have investigated 42 cases/123 defendants for corruption, of which 29 new cases/106 defendants were prosecuted. The Provincial People's Procuracy has handled 26 cases/55 defendants; prosecuted 26 cases/54 defendants. The People's Courts at two levels have handled 34 cases/72 defendants; tried 24 cases/46 defendants. The authorities have recovered VND 22,462 billion/VND 87,131 billion and 16,351m2 of land related to corruption. According to the report of the Provincial Party Committee's Internal Affairs Committee, in 2024 and the first months of 2025, State administrative agencies at all levels received 14,617 people/13,483 cases; received, classified and processed 16,002 petitions, of which 9,754 petitions/8,827 cases were under the jurisdiction of State administrative agencies. Through the settlement of complaints and denunciations, the agencies recovered 139.4 million VND for the State; returned 755 million VND and 1,565.4 square meters of land to individuals; 18 individuals were administratively disciplined (including 11 cadres, civil servants and public employees). Through the meetings with citizens of the Provincial Party Secretary and the Standing Committee of the Provincial Party Committee, the competent agencies were directed to resolve many long-standing and complicated complaints and petitions, creating political stability. Through the slow resolution of cases, it shows that the irresponsible attitude, the pushing and shoving, even "stalling" to make things difficult for some officials in resolving administrative procedures has been and is hindering development and causing people to lose trust if those officials continue to "lie quietly and enjoy benefits" in the system.

Faced with the above situation, in order to strengthen the Party's leadership in the work of preventing and combating corruption, waste and negativity (PCTNLPTC), the Provincial Party Standing Committee and the Provincial Steering Committee for PCTNLPTC have thoroughly grasped and directed Party committees at all levels, authorities, agencies and units to strictly implement Directive No. 26-CT/TW of the Politburo and Instruction No. 04-HD/TW of the Secretariat on strengthening the Party's leadership over law enforcement agencies in the investigation and handling of cases and incidents. Based on the inspection and supervision program in 2025, the Provincial Party Standing Committee has established an inspection team to inspect the responsibilities of heads of Party committees, local authorities, sectors, agencies and units in leading, directing and organizing the implementation of PCTNLPTC with the motto of "3 clear": clear responsible person, clear content of work, clear deadline for completion. The evaluation of cadres with specific and clear work results, linked to actual effectiveness and feedback from people and businesses. Through inspection and supervision, it aims to correct the working style of cadres, civil servants and public employees in performing their duties. Avoiding the situation of "doing it for the sake of it", "signing it for the sake of it", each individual is now forced to take responsibility before the collective, before the Party and before the People.

The Provincial Party Standing Committee has also directed Party committees, local authorities, and functional agencies to develop action plans, organize dissemination, and seriously implement Conclusion No. 2664-KL/TU, dated February 23, 2024 of the Provincial Party Standing Committee on strengthening integrityeducation for cadres, party members, civil servants, and public employees to improve the effectiveness of preventing corruption and negativity in Party and State agencies and the province's political system by 2025, with a vision to 2030. All levels and sectors focus on synchronously implementing solutions to prevent corruption and negativity, such as: Publicity and transparency in the activities of agencies, organizations, and units. Since the beginning of the year, inspection committees at all levels of Thanh Hoa province have inspected 15 district-level units, 29 commune-level units and 1 public service unit under the department, thereby discovering 26 cadres, civil servants and public employees of 7 units who committed violations in implementing discipline and administrative discipline and were disciplined...

From inspection work together with Party discipline, it has contributed to correcting the working style of cadres and civil servants, gradually overcoming negative and stagnant manifestations of cadres. Along with that, Thanh Hoa province has also been directing strongly in digital transformation, building a digital management system, applying software to process and resolve work on digital platforms to serve people quickly and promptly, avoid harassment of cadres and civil servants, and strengthen the work management of heads of agencies and units. With the determination of the Standing Committee of Thanh Hoa Provincial Party Committee in strengthening the leadership of the Party, tightening discipline, preventing negativity and improving the efficiency of work resolution, towards the goal of sustainable development and improving people's lives.
