The report at the conference said that in recent times, the Ministry of Health has actively coordinated with ministries and sectors in the work of preventing counterfeit drugs. The Ministry of Health and the Ministry of Public Security have signed a coordination regulation to provide information, documents, and complex situations related to the production, trading, import-export, distribution, and circulation of drugs, including counterfeit and poor-quality drugs.

Statistics from the Ministry of Health show that the number of domestic drug manufacturing facilities has increased sharply, from 50 factories in 2005 to now 238 factories have achieved GMP-WHO. Domestic production covers 13/13 essential drug groups as prescribed by the World Health Organization (WHO). Domestic production growth reaches 12-15% annually. The value of domestically produced drugs accounts for 70% in quantity and over 50% in value of domestic drug use.

In 2024, the State Testing System collected over 43,000 drug samples on the market for quality testing, thereby detecting 228 substandard samples and 23 samples suspected of being fake drugs and medicinal herbs.

In cases where medical products were discovered to be illegally advertised on the internet, the Ministry of Health sent a document to the Ministry of Culture, Information, Sports and Tourism for handling measures, and sent a document to the Ministry of Industry and Trade regarding the management of drug trading on e-commerce platforms.

In terms of food safety, the situation of fake food is currently complicated and tends to increase. Every year, through post-inspection work, the Food Safety Department has also detected and handled many cases of food safety violations, including a number of cases with signs of fake food production and trading, especially fake brands, fake origins, fake quality. Notably, in just the first 4 months of 2025, the authorities have continuously detected cases of large-scale, serious production and trading of fake goods, and at the same time, the authorities have also prosecuted prominent cases such as: cases of large-scale production and trading of fake milk, MSG, seasoning powder, fake cooking oil...

The conference also pointed out difficulties and shortcomings in pharmaceutical and food safety management such as: some legal regulations are not strict, creating loopholes for subjects to take advantage of; subjects of smuggling, trade fraud, production and trade of counterfeit goods operate in a tightly organized manner in large areas, inter-provincial, transnational with increasingly sophisticated methods and tricks, taking advantage of open policies in business registration, registration of health food product declarations to evade responsibility when there are violations; difficulties in controlling e-commerce activities, the post-inspection force and funding for this work are still thin and lacking...

Speaking at the conference, Deputy Minister of Health Do Xuan Tuyen emphasized the importance and effectiveness of implementing the coordination regulations between the Ministry of Health and the Ministry of Public Security in detecting and handling violations of drugs and functional foods, especially recent prominent cases. He requested relevant agencies to continue to promote their roles, improve the effectiveness and efficiency of management work and promote information and propaganda of legal regulations on ensuring food safety, thereby raising awareness of consumers in choosing, purchasing and using drugs and functional foods; mobilizing businesses to strictly comply with legal regulations on the production and trading of drugs and functional foods.
