The year 2025 is of special significance, a year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year socio-economic development plan 2021 - 2025, implementing the revolution of streamlining the organizational apparatus, and the year of many important events of the country such as: the 95th anniversary of the founding of the Communist Party of Vietnam , the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, and the year of holding Party Congresses at all levels, leading up to the 14th National Congress of the Party. In order to promptly and effectively implement the administrative reform tasks in 2025, contributing to the completion of the socio-economic development goals and tasks in 2025, at the same time, continuing to strengthen the implementation of administrative discipline and order and improving public service culture at State administrative agencies in the province, the Chairman of the Provincial People's Committee requested departments, branches, People's Committees of districts, cities, and central agencies in the locality to base on the guiding documents of the Central Government, ministries and branches on administrative reform, the province's plan to implement Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP; the plan of the Provincial People's Committee on the provincial state administrative reform in 2025 and the administrative reform plans of agencies and units, urgently direct and urge the synchronous implementation of goals, contents, tasks and implementation solutions to ensure the completion of the set plan.

Organize meetings and conferences to analyze and evaluate the situation, implementation results and breakthrough solutions, ensuring that "any target that has not been achieved must be strived to be completed 100%, any target that has been achieved must be maintained, promoted to improve quality and efficiency", strive to achieve the highest set goals and be responsible for the implementation results before the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee. Seriously direct, strengthen monitoring, inspection and supervision of administrative reform tasks, ensure that the goals, requirements, efficiency and progress are achieved on schedule and according to plan.

The Office of the Provincial People's Committee and the Departments of Home Affairs, Justice, Finance, Information and Communications, Planning and Investment, based on their functions and tasks, promptly advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to issue documents directing administrative reform work and proactively issue documents guiding agencies and units to organize implementation in the areas of advisory responsibility, at the same time, regularly monitor and evaluate the progress of implementation of assigned tasks according to the plan. Proactively and actively research and advise on concretizing the Party's guidelines and resolutions, policies and laws of the State in the areas of administrative reform, constantly enhance innovation and improve the effectiveness of advisory work, direction and operation on administrative reform, closely connect agencies in the province to ensure consistency and systematization in the implementation of administrative reform tasks.

Regarding the implementation of administrative discipline and public service culture, departments, branches, People's Committees of districts, cities, and central agencies located in localities continue to seriously implement documents of the Prime Minister and the province on strengthening discipline and promoting administrative reform in state administrative agencies.

Enhance and promote the pioneering role and responsibility of leaders in the spirit of "dare to think, dare to do, dare to make breakthroughs for the common good", "what is said is done, what is committed is done, what is done, what is done must be done effectively", "only discuss doing, no backtracking", thereby building specific work programs and plans and assigning tasks to each cadre, civil servant, public employee, and worker in the spirit of 5 clear "Clear people, clear work, clear progress, clear responsibility and clear results", ensuring 100% completion of assigned tasks, targets and jobs. Strengthen inspection and self-inspection, tighten discipline, administrative discipline, implement public service culture, focus on solving assigned work and tasks in accordance with procedures, deadlines and legal regulations. Seriously and promptly handle cadres, civil servants and public employees who violate the law.

The working group of the Provincial People's Committee Chairman inspects the performance of public duties, strengthens surprise inspections of the observance of discipline, administrative discipline, and implementation of public service culture by cadres, civil servants, public employees, and workers, regularly urges and rectify the organization of the implementation of administrative reform tasks, the implementation of discipline, administrative discipline, and public service culture.
