Services and industries drive growth.
Participating in the discussion, Director of the Department of Finance La Phuc Thanh stated: "The city's economic growth rate in the first six months of 2025 was higher than the same period last year and ranked among the top 10 localities nationwide." The main driving force came from the service and industrial-construction sectors, along with a public investment disbursement rate reaching 56% of the plan, which was commended by the Government.
2025 is the year Hue will host the National Tourism Year, creating a strong impetus for the service sector with a significant increase in tourist numbers and revenue. Simultaneously, import and export turnover is expected to grow beyond expectations. The industrial and construction sectors are also experiencing breakthroughs with the commencement of operations by numerous new businesses and factories. Land clearance and investor support are being maintained regularly, contributing to improved production capacity.
Regarding agriculture, forestry, and fisheries, Mr. Thanh acknowledged that the sector experienced low growth due to the impact of natural disasters and diseases, but still ensured the necessary production volume thanks to flexible management solutions. “In the last six months of the year, to achieve the annual growth target of 10%, the sectors must focus on stimulating demand, attracting tourists, accelerating the disbursement of public investment, and improving the efficiency of agricultural production, especially fisheries,” Mr. Thanh emphasized.
One of the key objectives set is to achieve the target of collecting 15,300 billion VND in state budget revenue, requiring relevant agencies to continue implementing measures decisively and synchronously.
Digital transformation - the driving force for breakthroughs.
Speaking at the meeting, Director of the Department of Science and Technology Nguyen Xuan Son said: "Digital transformation is currently one of the powerful driving forces for breakthroughs, placing Hue among the top 4 localities nationwide."
According to Mr. Son, the government's assessment shows that Hue is leading the country in implementing a two-tiered local government model based on digital data. This is an important achievement in implementing Resolution 57 of the National Assembly. However, Mr. Son believes that some indicators are still not sustainable. "The contribution rate of the digital economy to GRDP is only 12%, while the target according to Resolution 57 is 30%; therefore, solutions to develop the digital economy need to be promoted," Mr. Son proposed.

The Law on Science, Technology and Innovation, recently passed by the National Assembly, also presents a great opportunity for the city to build a more effective innovation ecosystem. Currently, the city has four public technology organizations; however, their activities remain fragmented and lack coordination.
After five years of implementing smart city development, Hue has recorded impressive results. Up to 1.3 million people have registered to use smart city services, with Hue residents accounting for approximately 900,000 of them. "Notably, citizens from more than 20 countries who are also Hue residents have connected and interacted with the city's digital services," Mr. Son stated.
Culture and tourism: Pillars of sustainable development
According to Phan Thanh Hai, Director of the Department of Culture and Sports, 2025 marks a significant step forward for Hue in promoting Vietnamese culture, especially in its role as host of the National Tourism Year. Many large-scale cultural, artistic, and sporting events have been successfully organized, attracting the attention of locals and tourists.
"The 2025 Community Ao Dai Week, music festivals, high-performance sports events... are all being socialized, creating great appeal and contributing to building the Hue brand," Mr. Hai informed.
Regarding heritage preservation, two dossiers have been recognized as national intangible cultural heritage, including Hue beef noodle soup , a distinctive culinary symbol. In the development orientation until 2030, the sector will prioritize investment in key cultural institutions to meet the requirements of sustainable development and improve the quality of heritage tourism.
Also at the discussion session, Director of the Department of Agriculture and Environment Nguyen Dinh Duc said: “From March until now, the department has proactively implemented the sustainable poverty reduction program by allocating specific funds to each unit and soliciting opinions from communes and wards. We urge localities to quickly get involved to implement it effectively.”

Representative Tran Duc Minh addressed the need to concretize Resolution 68 to promote the private economy. He emphasized: “It is necessary to create more favorable conditions for business households, especially in the use of invoices. Currently, many households are still concerned about tax settlement procedures. I propose that the City People's Committee direct the tax department to implement the issuance of electronic invoices in areas such as wholesale markets to encourage compliance with the law and increase budget revenue.”
In his concluding remarks, Mr. Le Truong Luu, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council, and Head of the City's National Assembly Delegation, highly appreciated the efforts of the departments and agencies in the first six months of the year, and emphasized: "The city is developing a specific action plan to realize the major goals. Regarding tax management, it is necessary to continue providing guidance and conducting inspections to ensure fairness among all economic sectors."
Mr. Luu suggested that the City People's Committee should soon concretize the contents of the City People's Council Resolution, focusing on removing obstacles for businesses, promoting public investment, and improving the quality of growth.
