Green growth, a new direction for sustainable development

Implementing the National Strategy on Green Growth (GGG) for the 2011-2020 period and vision to 2050, up to now, in many areas and GGG models in the province have effectively used natural resources, reduced greenhouse gas emissions, responded to climate change (CC), and created a driving force to promote sustainable economic growth.

Aiming at the goal of rapid, effective and sustainable development, according to Decision No. 1393/2012/QD-TTg of the Prime Minister, the Provincial People's Committee held a Conference to announce the Ninh Thuan Provincial Green Growth Action Plan for the period 2016-2020, and at the same time directed departments, branches and localities to develop specific plans to implement assigned tasks, integrated in the process of building and implementing programs and plans of the province related to Green Growth such as: Project to join hands to build a green - clean - beautiful Ninh Thuan; cleaner production plan in industry, plan to use energy efficiently and economically; Improve the efficiency of natural resource use, while minimizing emissions and limiting the increase in pollution, protecting environmental quality, human health, ensuring sustainable development... As a result, from 2016 to the end of 2022, effective TTX models have been formed in various fields, promoting economic growth in the province.

Typically in the renewable energy sector, the province focuses on attracting investment in renewable energy projects towards building Ninh Thuan into a renewable energy center of the country. It is expected that by the end of 2023, the province will have 58 energy projects put into operation with a total capacity of 3,870.2 MW, generating over 7.6 billion kWh of electricity, accounting for over 16.5% of the total capacity of renewable energy sources nationwide. Energy projects in the province make an important contribution to reducing greenhouse gas emissions with an emission reduction rate of 97.9% compared to the use of traditional electricity (coal power), contributing to the implementation of climate change response goals, environmental protection and ensuring national energy security. In addition, promoting the efficiency of land use for arid, barren land areas that cannot develop agriculture , increasing the annual value of production land when switching to solar power production to about 3.84 billion VND/ha. At the same time, the potential and advantages of renewable energy have created a spillover force to promote growth in other economic sectors, attracting the attention of many strategic investors, mobilizing many social capital sources for development investment, many large-scale projects have been and are being invested effectively, creating new momentum and new resilience in economic restructuring.

In the agricultural sector, the province has effectively implemented the conversion of crop structure, especially the conversion from rice cultivation to dryland crops, adapting to climate change, applying water-saving irrigation technology; applying biogas in livestock farming; developing clean and safe agricultural products. Promoting the application of high technology (CNC) in agricultural production, by the end of 2022, 190.4 hectares of agricultural land applying CNC had been developed and 31 CNC agricultural projects had been put into operation for high-value products. For some specific crops, especially grapes, attention has been paid to bringing CNC into production. Up to now, the area of grapes according to VietGAP standards has been expanded to over 200 hectares and 110 VietGAP certificates have been granted to 1,197 grape-growing households. Forest development work has been focused on effective implementation through the implementation of the JICA-funded forest planting project. By the end of 2022, the province's forest coverage will reach 47.11%. The cleaner production plan in the industry has been effectively implemented. Up to now, 100% of production and business establishments have met environmental standards; 100% of industrial parks and clusters have waste collection and treatment systems that meet requirements; 95% of communes have met environmental sanitation standards according to new rural criteria...

In attracting investment, in the period of 2016-2020, the province has attracted 26 ODA projects with a total capital of 6,299 billion VND, mainly focusing on the field of climate change adaptation, such as: Sustainable environmental project for coastal cities - Phan Rang-Thap Cham City sub-project; Water resource management and urban development project in relation to climate change in Ninh Thuan province; Project to improve water use efficiency for provinces affected by drought... Or in the tourism sector, the province has attracted 11 eco-tourism areas with a total investment of 11,767.4 billion VND, such as: Nui Chua High-class Tourism Area Project, Mui Dinh Ecopark Tourism Area... ODA and tourism projects that have been put into use and are being implemented have had a positive impact on the socio-economic development of the province, contributing to responding to climate change, hunger eradication and poverty reduction and creating a driving force to promote sustainable economic growth.

According to the leaders of the Department of Planning and Investment, green growth is a fairly new field, so the awareness of some communities and businesses about green growth strategies is not clear. Therefore, in order to effectively implement the National Strategy on Green Growth for the 2011-2020 period and vision to 2050, in the coming time, the sector will continue to advise the province to strengthen communication work to raise awareness and responsibility of the business community and people about the role and significance of green growth; promote the role of community participation in contributing to green growth implementation. Develop a green growth action plan for the 2021-2030 period; continue to integrate green growth goals into the province's socio-economic development planning and plans for the 2021-2025 period, with a vision to 2030; Effectively implement the Power Development Plan VIII for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 500/2023/QD-TTg. Change the production, consumption and urbanization models in an environmentally friendly direction. Encourage the development of industrial zones according to the "green economy" model, zero emissions; control and selectively attract investment projects based on factors such as production scale, production technology, environmental engineering; develop a technology conversion roadmap based on criteria of energy saving and efficiency, and waste reduction.
